As it is said, by this means, the accomplishment of the supreme Bodhi, which is encompassed by the path of learning without outflows and the path of no more learning, can be manifestly realized. All common accomplishments, such as the eight great deeds and the eight great siddhis, will undoubtedly be achieved along the way. Moreover, without delay, at the very moment of the completion of the activity at the appointed time, it can be obtained without difficulty, seeing it as infallible. As it is said in the Guhyasamaja Tantra: "Seven days and half a month, one month, one and a half months, and two months. If one practices the Vajra Samaya, accomplishment will be swiftly attained." And as it is said in the Vajra Secret Tantra: "Whatever is accomplished with great diligence, in this very life one becomes a Buddha, and shows the deeds in the field of those to be tamed. The ultimate close path of countless Vajradharas." Thus it is. Although the word "Samaya" has many meanings, in these instances, the meaning of secrecy is taken from the word "Samaya Rahasya." Secondly, the meaning of the text is sixfold: the person who practices, the order of practice, the place of practice, the substance on which to rely for practice, the means of practice, and the result of such practice. The first is: "Endowed with intelligence, patience, diligence, and faith; clear, wise, and of great compassion; having received empowerment and possessing vows." That is, for a person who has a great desire to practice the unsurpassed Bodhi, who is endowed with intelligence, is broad-minded and of good conduct, who enters into practice without delay and is able to bring it to completion, who has patience without weariness, and diligence without being too lax or too tight, who is able to make vows that are engraved in the heart, who has faith in the result from that cause, and who has faith of longing for the result to be practiced, and who takes refuge with faith that is extremely pure in heart towards the Guru and the Three Jewels, that is, possessing the three faiths. Seeing and not forgetting the practice of the oral instructions, and being able to cut off additions to the meaning of the words and escape from the dangers of doubt, being clear-minded without being ignorant of the meaning to be practiced, and having the wisdom to understand the way of abiding of the ground and the result and the key points of what is to be purified and what purifies, and having unwavering conviction that all sentient beings are kind parents, unfeigned love, and great compassion throughout the great kalpas.

Those who blaze like a flame, bearing the burden of not straying from the benefit of others, are generally important for accomplishing unsurpassed Bodhi. In particular, those who have matured their being through receiving empowerment in this mandala, and who abide correctly in the root and branch vows, such individuals with the discipline of mantra should practice. Why? Because empowerment is the cause or basis for making the path manifest, and the vows are the companions of the path. So, what is the nature of empowerment? It is the ability to manifest the fruit to be obtained, or even if it cannot do so, it ripens the potential that will definitely arise in the future. When meditating on the path that is in accordance with the way of ripening, the fruit also manifests in accordance with it. As it is said in the empowerment ritual: 'That which ripens the great path of mantra is empowerment.' Therefore, the Sanskrit word for empowerment is Abhiṣiñca, where Abhi is manifest or manifestation, and ṣiñca is pouring or infusing. It is empowerment because it washes away the defilements of the three doors and establishes fortune. Regarding the ritual of how to bestow empowerment, first, the relationship between the master and disciple is examined, the student requests, and if it is permissible, the guru grants permission, and then one engages in self-generation for the purpose of completing the recitation. Regarding the number of students to be accepted, nowadays many hold that one should not accept from one to twenty-five as in the Secret General Tantra. But that is only said in the Secret General Tantra itself: 'The three thousand mandalas and the five hundred that are spoken of, the general ritual for all those mandalas, I have explained.' As it is said, because it is only the general tantra for those tantras of the Action Tantra, there is no necessity to apply its rules to all other tantra classes. Empowerment must also be preceded by a mandala, as Bell Vajra says: 'Empowerment is preceded by a mandala, spoken by Vajradhara.' Among these, the mandala of intrinsic wisdom, the mandala of superior samadhi or emanation, and the mandala of awareness experience are, in order, the domain of the fully enlightened guru, those at the end of the path, and the noble ones who abide in the ground of seeing and meditation.
