The lower of the two-tiered foundation is the Dharma Realm Speech Empowerment, and the upper is the Mandala of the Vajra Realm. On the four sides of the vase's belly, eight thousand sapphire vases were offered by Vishnu. On the edge of the upper foundation, there are twenty-eight stupas made of Krama Shiri stone, built by Pal Gon Dun Nga of Tsangri. On that stone, twenty-eight pillars were made and erected with the twenty-eight constellations. Below the foundation, there are fifty cubits in circumference, inlaid with thirty-seven jewels, offered by the Four Great Kings. Outside of that, there is a mandala made of Manshel, each fifty cubits in circumference, in the shape of thirty-seven lotus petals, offered by the Nagas dwelling in the ocean. Around the stupas, there are four krosa, and the circumference of the iron fence is eight yojana, so there are wonderful sights such as temples, yogi's residences, gardens, markets between villages, and so on. Outside of that, there is an iron fence built by King Sala-mitri, twelve yojana in circumference, surrounded by white stupas about two body heights. Further outside, there are one hundred and eight stupas surrounding it, and so on. Outside of these, the Ganges River flows clockwise from the north. The Indus River flows counterclockwise from the southwest, and from a distance, it looks like a wonderful stupa half-submerged and half-raised in the water, called Shri Dhanyakataka, also known as the Auspicious Rice Heap Stupa, where it is said that the Bhagavan went by magical power, and Shambhala, which is called three thousand yojana surrounded by snow mountains, is a land in the shape of eight lotus petals, each petal having monkeys and champaka trees, as well as gold, rubies, and Surama, etc., each having one hundred thousand cities, each having twelve regions, each region inhabited by a ruling god, yaksha, vidyadhara's incarnate king and minister. In the center of the earth's center, Mount Kailash is famous to the east, in the city of Kalapa built by the gods, in the palace of twelve yojana in circumference, the incarnation of King Bgegs Mthar Byed, the son of the queen of the sun's rays, the incarnation of Vajrapani, Vajra Moon (རྡོ་རྗེ་ཟླ་བ, Rdo rje zla ba) with the light of the immaculate moon, called Moon Good (ཟླ་བ་བཟང་པོ, Zla ba bzang po), sits on a lion throne.

That Chakravarti king, possessing ninety-six small kingdoms, abiding by the teachings, and dwelling therein. Accompanied by countless retinues of gods, asuras, dakas, dakinis, and so forth, he came miraculously before the Teacher. Preceding with prostrations and circumambulations, he offered flowers to the pair of lotus feet, and with palms joined, he requested the Vajrayana to be taught for the purpose of accomplishing worldly and transmundane siddhis. Therefore, in the time of the Victorious One of the Three Realms, below was the mandala of the Lord of Speech of Dharmadhatu, the twelve aspects of truth, and above it, the glorious mandala of constellations, manifesting as the sixteen-fold nature. In the great mandala of Vajradhatu, the abode of great bliss, surrounded by retinues equal to the dust of fields, such as Buddhas, Bodhisattvas, Wrathful Deities, Dakas, and Dakinis, he was empowered and prophesied to be a Buddha. Then, again, Good Moon prostrated, placed his right knee on the ground, joined his palms to his forehead, and requested that all the Vajra words of the tantras, without exception, be taught, like opening the treasure door of the Tathagata. Seeing that the beings dwelling there were fortunate, he truly revealed the twelve thousand Buddhas, the first of the supreme root tantras. Then, in Vaishali, in the great immeasurable palace beyond the three realms, he spoke the Sutra Elucidating the Thought. Invited by the lord of Lanka, the son of the ten-necked Ravana, he went to the summit of Mount Malaya. When asked by Mahamati, he spoke the Lankavatara Sutra. Again, he went to Vaishali and said, "This is the last time I will see Vaishali." Then, while dwelling under the Sal tree in the land of the Mallas, in Kushinagar, in the grove of Sala trees, when in the country of Gyad, earthquakes and other bad omens occurred. He said, "These are signs of passing into nirvana. From now on, one should rely on all the Sutras and not rely on individuals. If it agrees with the Sutras, allow discipline, and if it does not contradict the nature of Abhidharma, then respectfully accept it. If it contradicts this, then consider that it is not Dharma." After giving such advice, on the way to Kushinagar, he showed signs of back pain and spread out a felt mat.
