I think this is a detailed practice, and the empowerment is performed based on the Torma ritual composed by a late Tsharpa Kagyu master. Both Tsharpa Kagyu and Tsharpa Kagyu have detailed practices. For all the Sangha, prepare a grand and excellent Torma (Tibetan: གཏོར་མ་, a type of offering) for each person. If that's not possible, then one each for the Yidam (Tibetan: ཡི་དམ་, personal deity) and Dharma Protector (Tibetan: ཆོས་སྐྱོང་). As per custom, the large Torma shaped like a palace, needed for fulfillment and confession, is known as the 'Fulfillment Torma'. As it is said, 'Konchok Lhundrup's (Tibetan: དཀོན་མཆོག་ལྷུན་གྲུབ་, a person's name) view is that the round Tormas are for Torma offerings, while the palace-shaped Torma is for fulfillment. It is evident that Jamyang Amye Zhab (Tibetan: འཇམ་མགོན་ཨ་མེས་ཞབས་, a person's name), in the generation stage of the fulfillment ritual, mentions fifteen lineages, and during the arrangement of offerings, he mentions only one Dharma Protector Torma, which suffices for those fifteen lineages. Although the palace-shaped Torma is considered to be for fulfillment, it is somewhat difficult to understand because there is no distinction made between Torma offering and fulfillment.
