The sixth meaning, the first of the acts of eavesdropping in disputes is: after the seventeen sections became holders of the Vinaya, thinking, 'No one has offended me as much as Nyerga, I should be expelled from the Sangha.' Nyerga heard this deliberation, which led to discord between them, therefore the precept was established. The essence is: harboring resentment towards each other and engaging in eavesdropping. The seventh meaning, 'Leaving without speaking when innocent,' refers to the seventeen sections and the six sections attempting to expel the weak (bhikshu) from the Sangha. Gawa attempted to prevent it, (they) said, 'Because he is preventing it, he should also be expelled.' Gawa was afraid and left without saying anything. After Nyerga was expelled, he went to Gawa and cried. Gawa said, 'May the one who expels brothers be expelled from the three realms!' This was established because of mocking others.
