Because I appear as other phenomena, in order not to deceive the world, the ultimate truth is merely established by the power of worldly conventions. As it says in the commentary on the "Sixty Stanzas of Reasoning": If that is the case, how is it that nirvana is said to be the ultimate truth? Because its nature does not deceive the world, it is only by worldly convention that it is said to be the ultimate truth. Whatever is deceptive and delusive, that is not the ultimate truth. The three truths themselves are conditioned phenomena, and although they are without inherent existence, they appear, and therefore, in order to deceive children, they are established as relative truth. This is said in response to the assertion that nirvana is established on the level of relative truth, and if that is the case, it should not be the ultimate truth. Then, in the "Sixty Stanzas of Reasoning": Nirvana is the only truth, when did the Victorious Ones say? At that time, the rest are not false, which wise person would contemplate? How should we understand that nirvana is the only truth, and the others are not true? The answer to this is in the commentary on the "Sixty Stanzas of Reasoning": Then, the Bhagavan said: Monks, this supreme truth is one, namely, the non-deceptive nature of nirvana. What is the meaning of this? Just as conditioned phenomena appear falsely and deceive children, nirvana is not like that, because it is the essence of the constantly unborn nature. It never appears to children as the nature of birth, like conditioned phenomena. Therefore, nirvana always abides only in the nature of nirvana, so it is only by worldly convention that it is said to be the supreme truth. Because the meaning of non-deception is said to be the truth, and that is also said by convention. The sutras themselves also say the non-deceptive nature, because that is said for the meaning of truth. All conditioned phenomena are false, deceptive nature, because the meaning of false is said to be deception, so it is also known that the meaning of truth is non-deception. Therefore, the truth of relative truth, on the level of grasping at truth, the truth and the ultimate truth have different meanings.

Just as a person with cataracts sees hairs falling in the sky, and a person without cataracts does not see even the appearance of hairs falling in that place, those who are harmed by the cataracts of ignorance cling to the self-nature of the aggregates, etc., while the Buddhas who have abandoned the habits of ignorance and the stainless wisdom that measures Suchness, like eyes without cataracts, in the way that even subtle appearances of duality are not seen, what is seen with what kind of self-nature is the ultimate truth.
