Because it is a secret realm of conduct for the lower beings to be tamed, they do not understand it. In the commentary on the Compendium of Practices, when entering into the meaning of letters through hearing and so on, it is explained that non-noble ones do not understand, just as pointing to the moon with a finger, but in reality, the meaning is not seen. Regarding the method of gradually comprehending the teachings, the term "all speech" refers to all forty-nine letters, including the sixteen vowels and thirty-three consonants. From the gradual gathering of these, treatises of both worldly and transcendental nature, such as the Sutra Pitaka and the Tantra Pitaka, arise, thereby perfecting all siddhis. Understanding the distinctions of these letters, which belong to speech and words, is due to the power of having the short A as the life force. Because letters such as Ka, which do not have the short A, do not exist, since they are finite, they cannot become words. The statement that "the short A transforms into all speech" is an explanation of the literal and definitive meaning of what was said. Then, as it is said in the Praise of Names: "A is the most excellent of all letters, it is a sacred letter of great meaning, it arises from the heart, it is unborn, it abandons expression in words, it is the supreme cause of all expression, it makes all words perfectly clear." This quote is not cited to prove that the short A must be combined with all other letters, but to illustrate this point. Therefore, the Bhagavan said that as the seed syllable of the door of all meditations, "A, because it is unborn, is the door of all dharmas." It is also said to be a co-emergent letter. In the tantra called Vajra Mandala Ornament, it is also said: "Because A is clearly shown, it is indestructible in the center of the heart." And so on, as quoted before, at the end of the quote it says: "Thus, all Tathagatas have become of the lineage of A, A has become the cause, and they necessarily arise from A." Citing these three scriptures as reasons, it is to prove that the Buddhas arise from A, but not to prove that all speech has the short A. At the end of that, in the Compendium of Practices, in the Lankavatara Sutra, it says: "One should rely on the meaning, and not rely on the letters, because of following the letters."
