Without speech, there is no mind; without mind, there is no speech. Without mind, there is no form of a deity; mind itself is speech, speech itself is mind, and the form of a deity is also mind. Speech itself is also the form of a deity, one should think in this way. If one believes in this way without making distinctions, the mantra practitioner will attain a purified mind. When those who possess a purified mind see their own body and the form of a deity, their own speech and the speech of a deity, their own mind and the mind of a deity as equal at all times, that is the time of abiding in equanimity. Whenever and wherever the mantra practitioner abides in equanimity, at that time, everything including the body will enter the state of equality. As many movements of the limbs as there are while abiding in the state of equality, and as many words as are spoken, all of them are secret mantras and mudras. This is because it is said in the scriptures. This is also the same in the Action Tantra; if one generates oneself as the deity, one must generate the pride of thinking, "I am the actual deity that is to be generated, such as Vairochana, etc." Therefore, viewing the body as the deity, speech as the mantra, and the mind entering into that very suchness is not only a characteristic of the Unsurpassed, but is also definitely necessary for the lower tantra classes. The second part has two parts: first, explaining the general vows that summarize the path, and second, explaining the actual order of the path. The first part: In the Uttaratantra-samadhi it says, "In the three times, this subtle one, relying on the practice of secret mantras, Brahma should always be known, the work of the ten-limbed ritual." This means that because one strives in the practice of mantras, one should know through meditation in three sessions, therefore it is subtle, that is, one should know the characteristics of deity yoga, that is, the asceticism of knowledge mantras, that is, from manifestation, the limbs for accomplishing siddhis are summarized into ten parts and explained. The ten are: the place of practice, one's own suchness, the suchness of knowledge mantras, the suchness of recitation, abiding in fire, abiding in sound, and the three meditations that give liberation at the end of sound, the ritual of entering into mantra practice, the ritual of fire offering, and the ritual of empowerment, these are the ten parts, as explained in the commentary. Empowerment is to make the vessel suitable for meditating on these paths. Fire offering is to be done during practice and at the time of combining activities, etc. By gaining power through these doors, one accomplishes all kinds of activities and thus perfects the conduct of enlightenment. This is the way to gather the meanings of both the action and performance tantras as conditions for the enlightenment of the disciples of both. Among the four general action tantras, in the Sutra Requested by Strong Arms, the three families of Tathagata, Vajra, and Padma are taught, as well as the six families of the five playful ones, the wealthy ones, and the worldly ones, as well as the secret mantras, the divisions of actions, and the methods of pleasing them. Some tantras explain in detail what is not gathered, while others explain what is only briefly mentioned, and others teach what is not mentioned. Most of the four-limbed meditations and the three self-nature meditations are not clearly explained, but the remaining rituals for mantra practice and the methods for accomplishing activity gatherings are clearly and extensively explained. In the General Tantra, the three thousand five hundred mandalas of the three families are explained, and the general rituals such as writing and empowerment are mainly shown to make the vessel suitable. In the Well-Accomplished Tantra, the six meditations are not very clear, but the common mantra practice rituals of the three families, the methods of accomplishing activity gatherings, fire offerings, and vows to be protected are clearly shown.
