Then, for the sake of generating power, the section on approaching; after obtaining power, for the sake of accomplishing the meaning of oneself and others, the section on accomplishing siddhis. Although there appear to be many sadhanas of deities based on action tantra, explaining them as they appear in the two tantras, the treatises of Buddha Secret and Supreme Enlightenment appear well, so here they will be explained accordingly. The second has two parts: the order of the path of action tantra and the order of the path of performance tantra. The first has four parts: making oneself suitable as a vessel for meditating on the path; after becoming a vessel, purifying samaya and vows; after abiding in samaya, how to practice approach beforehand; after approach becomes workable, how to accomplish siddhis. The first is: the ritual of the mandala and the empowerment, etc., is not written here because the text is too long and fearful. However, in the two tantras, merely entering the mandala and how much empowerment is given upon entering has already been explained in the commentary on the root downfalls. The second is: what kind of vows are taken at the time of empowerment, and how their root downfalls are, etc., have been extensively explained in the commentary on the root downfalls, so here other samayas will be explained. That is also explained in the "Gradual Division of the Discipline of the Vidyāmantra of Good Accomplishment": Then again, whoever, if one abides, the reciters, will quickly obtain accomplishment, the discipline of reciting secret mantras is explained. The practitioner, for all secret mantras, and all the deities, the great self of recitation, the wise should not be angry. The wise should not create their own secret mantra rituals, nor should they despise people of evil nature. The guru who shows the mandala, even if he becomes evil in conduct, should never be slandered with speech or mind. The wise should not, being angry, suppress and bind the vidyāmantras, nor should they cut off or sever, nor should they do those violent actions. Without the permission of others, one should not take secret mantras, nor should one give mantras to those who have not served and know the rituals. Those who know the tantras should not give secret mantras, mudrā rituals in detail, and explanations of tantras and mandalas to those who have not entered the mandala. Everything like weapons
