Saying that there is no beginning or end is not a prohibition from appearing from the realm of the inconceivable. In the "Sutra of the Meeting of Father and Son" it also says: The great hero has skillful means, in order to fully ripen sentient beings, even if he manifests as a Buddha in hundreds of thousands of billions, he still guides you now, showing many Buddhas. Having said this, using the wisdom of discernment to answer this question, even if it becomes the root of contention, temporarily remain neutral here. Similarly, for the third question, is the mind-nature of all beings one or different? If it is one, then the appearances and habitual tendencies of the six realms are different. Even if one person is reborn and the situation changes, the gods also have the mind of hell.
