In short, the Tantra of Action is where the activities of body and speech and the meditation of the mind are practiced equally; the Yoga Tantra is where the sharp-witted primarily practice the meditation of the mind, with the activities of body and speech used as aids; and the Unsurpassed Yoga Tantra is where the extremely sharp-witted combine all activities of the three doors with the yoga of the deity, and practice all dharmas such as abandoning and adopting, negating and establishing, in a great equality. As the Vajra Tent Tantra says: "For the inferior, the Action Tantra; after that, the non-action Yoga; for the supreme sentient beings, the Yoga Tantra; after that, the Unsurpassed Yoga." Furthermore, some of the previous Khenpos thought that the tantras were divided into four sections in order to follow the four philosophical schools, and some thought that they were divided into four sections in order to follow the four inversions that follow the four deities. Although many refutations of the former and the latter can be seen in external treatises, it is impossible to think that the tantras only arose at this time. Since the retinue who share the same intention as the Teacher manifested as Bodhisattvas, they have grasped these categories of Dharma and appear and disappear in front of the beings to be tamed when the time is right, in immeasurable ways. Therefore, although it cannot be completely certain that they were spoken according to the wishes of the four philosophical schools, they are not contradictory in terms of the meaning of the Sutras and Tantras converging into one meaning. Similarly, although these tantras were not spoken with the intention of primarily taming those who follow the four deities, the Buddha is skillful in means, has great compassion, and is omniscient, the name is not mistaken, for the benefit of sentient beings, for the sake of following those who regard external objects as truly existing self, just as after "Monks, some have burdens, and some are carrying burdens," the Vaibhashika school was divided, it is not contradictory to say that the four tantras were spoken for the sake of following those who are attached to the four inversions. For example, the ignorant Brahma believes that cleanliness is Dharma, just as clothes washed with ash water become without stains, applying Dharma to the body with offerings, and purifying with bathing.
