Having sent letters and sealed them, one becomes liberated. Furthermore, King Light-of-Glory of Kosala offered a letter, and the letter of the Lady of Beings (Mahaprajapati) was composed by the Buddha himself. Also, the King of Central Lands, Embodied Essence (Śarīradhātuka), and the King of Sound Proclamation, Udrāyaṇa, both offered letters with gifts. Eventually, the King of Sound Proclamation became an Arhat in the presence of the Bhagavan. Nāgārjuna sent the "Friendly Epistle" to his friend Delightful Conduct. The teacher Chandra Gomi sent a letter of instruction to a monk of royal lineage to correct his faults. Mati Citra sent a letter to King Kanika. The Emperor Ta-hu of Maha China offered a letter to the Sangha of Magadha, and so on, endlessly. Secondly, regarding the order of offering, for all beings, like a great friend who has never been met, like a supreme guru who is equal to all Buddhas in realization, like a great omniscient Paṇḍita, like a master of eloquence who can drink the essence of the four classes of Tantras of Sutra and Tantra in one gulp, like a yogi who practices the profound path of the two stages, like a yogi who realizes that all phenomena of samsara and nirvana are profound, peaceful, and equal, and like a great Bhikshu who upholds the Vinaya with diligence in vows, etc., being supremely elevated by the nine aspects of a holy person, is an extremely stable object [of offering]. And various occasions, the great Chakravartin king who has the power to rule the entire earth, the feudal lords who rule many regions, the local officials who give happiness to their subjects, the administrators of these officials, composed of upper, middle, and lower classes, and the great queen who is rich in lineage and brings happiness to the vast kingdom. A lady who bestows all benefits and possesses beauty and wisdom, and so on. Furthermore, for the five sciences, one whose lotus of wisdom has blossomed; for the various scripts that have become the mother of all, one whose fingers are not confused in their application; the Vedic scholar of life who averts untimely death for all sentient beings; the grammarian who is thoroughly versed in the great treatises of grammar; the craftsman of art and sculpture who can steal the stability of the mind even from illusionists; the poet who has mastered the poetry taken from the melodious lute, which is the same as the Dharma; the astrologer who reveals the suchness of the outer Kalachakra and clearly distinguishes between what to accept and reject in samsara and nirvana; one who is skilled in any ordinary craft; one who is naturally good and broad-minded, giving nectar to the heart and eyes of affection; and one who holds weapons with the steadfast courage to accomplish political affairs.
