Moreover, by the power of accumulating merit from countless past kalpas, encountering this doctrine, one will attain Buddhahood without delay, which is called the proximate cause of the fruit. Therefore, whoever encounters this doctrine will surely attain Buddhahood, because it is encountering the proximate cause of the fruit. Thus it is said. Therefore, even merely encountering the common vehicle, it is certain that one has previously accumulated virtuous roots such as offering to the Buddhas. Then, encountering such an uncommon vehicle, one must have a special previous accumulation. As it is said in the Ornament for Clear Realization: "Especially superior to the Buddhas, from that, produce the root of virtue, with the spiritual friend and protector, is a vessel for hearing this." Just as it is said. Considering this meaning, the noble protector Nagarjuna said: "With small merit, for this Dharma, not even a slight doubt will arise. If doubt arises, it will destroy samsara." Thus it is said, not to mention having faith and entering the profound Dharma, even having doubt can destroy samsara. However, those with meager previously accumulated merit will not even have a slight doubt arise. Thus it is said. (Upper Volume. 126) 9. How the councils came about. Third, how the councils came about: the common Hinayana and the uncommon Mahayana, and the Vajrayana traditions, etc., three. First, the common Hinayana Shravaka-Pratyekabuddha's council: In the year after the Teacher's passing, in order to eliminate the ridicule of the gods and for the Dharma to abide for a long time, in the cave of the Nyagrodha tree, Venerable Ananda compiled the Sutra Pitaka, Venerable Upali compiled the Vinaya Pitaka, and Venerable Kashyapa compiled the Abhidhamma Pitaka, which was the first council. One hundred and ten years after the Teacher's passing, in order to eliminate the ten unlawful bases, in the monastery of Vaishali, it is said that seven hundred Arhats compiled it, which was the second council, also called the partial council. Three hundred years after the Teacher's passing, the teaching of Shakya Simha is, becoming eighteen different schools, the Teacher of beings said, this is due to the power of past actions. As it is said, in order to eliminate the eighteen schools that are not the Buddha's words, in the land of Kashmir, five hundred Arhats such as Suniba and five hundred Bodhisattvas such as Vasumitra and sixty million Kausheya Panditas gathered and compiled it.

It is said in the third council. Prior to this, the Three Pitakas were memorized by those who were able to memorize them, and were not written down. It is said that from here they were written down. Some say that they were written down from the time of the first council. Second, the uncommon Mahayana Sutra tradition council is: On the mountain called Vimala Svabha (བི་མ་སྭ་བྷ་) in the south of Rajagriha (རྒྱལ་པོའི་ཁབ་), ten million kotis of Bodhisattvas gathered, and Maitreya (བྱམས་པ་) compiled the Vinaya, Vajrapani (པྱག་རྡོར་) compiled the Sutras, and Manjushri (འཇམ་དཔལ་) compiled the Abhidharma. There are also other explanations. Third, the way the Vajrayana was compiled is: In one commentary, it is said that whoever is the questioner of the tantra and to whom it is entrusted at the end, that person compiles the tantra. For example, Guhyasamaja Vajrapani (སྡོམ་འབྱུང་ཕྱག་རྡོར་), Tagnji Vajra Heart (རྟག་གཉིས་རྡོ་རྗེ་སྙིང་པོ་), Vajra Dakini (རྡོ་རྗེ་མཁའ་འགྲོ་), Yogini (ཕྱག་མོ་), Kalachakra (དུས་འཁོར་) were compiled by Chandrabhadra (ཟླ་བ་བཟང་པོ་), and so on. Furthermore, it is said that the condensed tantras were spoken from the extensive root tantras, so there are views that the teacher himself compiled them. As it is said in the Shri Guhyasamaja Tantra: "The compiler of this, there is no other, only I speak of self-nature, the author of the tantra is, the Vajra of Mind (ཐུགས་རྡོ་རྗེ།)." Therefore, the Vajra of Mind (ཐུགས་རྡོ་རྗེ།) of all the Tathagatas (དེ་བཞིན་གཤེགས་པ་) is not separate from the Lord of Secrets (གསང་བའི་བདག་པོ་), therefore it is said that all the tantras of secret mantra were compiled by the Lord of Secrets. In Uddiyana (ལྕང་ལོ་ཅན་), ninety-six kotis of Bodhisattvas gathered and prayed to the Lord of Secrets, so the Lord of Secrets compiled all the mantra tantras and wrote them down. In Oddiyana (ཨོ་རྒྱན་), he empowered and entrusted the tantras to the dakinis who were transformed from nagas, and instructed them to give them to the fortunate ones of later generations. As it is said in the commentary on the Hevajra Root Tantra by Indrabodhi (ཨིཎྚ་བོ་དྷི): "King Indrabodhi (ཨིནྚ་བོ་དྷི་) and his retinue, empowered and blessed the great secret unsurpassed Dharma, in a hidden place, turned the wheel of the supreme Dharma of Vajrayana. In the future, the compiler who was prophesied in order, the supreme mountain king northeast, the supreme abode of the gods, in the great palace of Uddiyana, all the tantras, the great bodhisattva assembly, ninety-six kotis, etc., gathered before the venerable Lord of Secrets, when they prayed, they said this:".
