Because it has been said. It is said "ultimate truth," because "that is why" explains the reason why self-emptiness itself is not the ultimate truth, it is established in this way. Whatever is the ultimate truth is something that has some self, the very nature of things is only so. However, that is only approximately represented by being able to function, because that itself will not be confused there. If the ultimate truth itself is self, then for it, otherness and non-otherness are definite, and those are also unreasonable, therefore because there is no self, it is not the ultimate truth, thus it will be approximately summarized as not being the ultimate truth by establishing it through "in other." Because that is impossible to have other ways, this is what "that" means. Existing in the ultimate truth is only becoming otherness, because otherness has not been acknowledged as a self-existing thing. Therefore, this meaning is that if otherness exists some self by its own self, then from becoming otherness, it cannot exceed that itself and otherness. Eliminating that itself is its self. When the self of otherness that exists in the ultimate truth is otherness, then that itself is otherness, therefore from that otherness, it will not become another otherness. Otherness depends on both, because it is established by mutual dependence, therefore from that, trees and non-trees are mutually otherness.
