In short, it is thought that it is not inferred by one's own wisdom. Why should the wise speak, since they do not make meaningless distinctions? They have spoken of "whoever" and so on. "Whoever" means hating the Vinaya. From the Vinaya that does not mention the name, this should be done, this should not be done, only this much will be fully understood. Apart from this, they do not make distinctions related to the meaning of the words such as the aggregates, elements, sources, and dependent origination. Because they cannot fully understand these, like the Vedas, understanding this dry treatise that makes one foolish is meaningless, and so on, with such contempt. The meaning of the words is that because they have not heard the qualities of the five aggregates of the Vinaya, they do not rely on the lineage of the Lama, they are solely focused on falling into the abyss of the three lower realms, they turn away from the two good destinies, they prolong the state of the continuum of peace, and they vow that they have mastered all the treatises by understanding only one treatise as it is written. They do not see the fault of praising themselves, and they have composed this in order to avoid becoming intelligent, sharp, immaculate, and pure by understanding the treatises such as the Vinaya. Contempt here means disrespect or slander. "Knowledge" here means understanding the Vinaya, which is synonymous with "holding the Vinaya." Complete slander is thorough slander. Conceit is arrogance or pride. Holding is mixing. "For that" means for the sake of completely slandering those who hold the Vinaya. "This" means placing the collected questions of the Vinaya in the mind. "Saying" means stating, which is synonymous with showing outwardly. Some, out of hatred, only completely slander those who know the Vinaya, but not the Vinaya itself, so they said "from the Vinaya." Some slander both of these, because their minds are filled with pride and do not include themselves, so the word "also" summarizes the conceit that exists in them. For what purpose was this treatise composed, which collects all the questions?

It is necessary to say, mentioning things like "is a sentient being, is a human being," etc. Because the mind of a sentient being is complete, the continuum of mind and mental factors is not decayed, meaning that conventional wisdom is not decayed. Mentioning "sentient being" is to exclude the insane, etc. A human being is one born among humans, and mentioning "human being" is to exclude non-humans. The so-called "also having eliminated all obstacles" means that there are no factors that hinder the arising of vows, such as not having killed one's mother, killed one's father, etc. Vows refer to the nature of Pratimoksha vows, etc., which prevent the flow of immoral conduct. Not arising means not being produced. What is said is from the Vinaya of the Bhagavan. The so-called "how is it" means in what way. The so-called "carefully" means calling out, and similarly, the following should also be understood. The questioner's thought here is: someone who is both a human being and free from obstructive qualities such as madness, for such a person, is there absolutely no fear of arising vows? However, the Bhagavan said in some cases that for these people, vows do not arise at all, so you call out and tell me, what kind of obstacle to the arising of vows did the Bhagavan say exists for these people? The answer to this is: this is said considering people whose northern sound is unpleasant. Similarly, here the text is: Venerable, if the monks bestow full ordination on someone whose northern sound is unpleasant, should this be called bestowing full ordination, or not bestowing full ordination? Full ordination is not bestowed, the one nearby is not bestowed. If an unpleasant northern sound is also an obstacle, then no, this refers to those who have been expelled, etc. This seems to have no nature of arising. Those with such characteristics should be abandoned because they are not shown here among the obstructive qualities. Similarly, the following should also be understood accordingly. On the other hand, it was said considering that the Khenpo is not a Bhikshuni, similarly, here the text is: A Khenpo who is in a state of theft, wanting to bestow full ordination...
