From "knowing at once to obtain" to "obtain," the remaining four words indicate that both ordination and full ordination are manifested and obtained at once. The so-called "previous ritual" refers to the time when the Buddha was alive, when Kauṇḍinya and others entered Ashi one after another, until the turning of the wheel of Dharma in Varanasi. The twelve-year ritual is what is described below. The previous ritual was brief because of the good times. Wherever a monk resides, that is where the Khenpo gives ordination and full ordination. The so-called "any monk" refers to not a nun, novice, or householder, but an elder with five qualities. Whichever one it is, he can reside in any place he trusts to be ordained. The so-called "residing" means that nowadays, because of bad times, one must rely on the Khenpo. From "there" to "completion," it means that residing there in this way, one is ordained and fully ordained by the Khenpo. It is not possible without a Khenpo. Ask about obstacles. If everything is pure, then the previous Khenpo should grant permission. The Khenpo should do up to "handing it over to the questioning monk." For those who are merely ordained, ask about obstacles such as the five heinous crimes. If there are none, then grant permission to bestow the vows. The so-called "previous" refers to the time of ordination, when full ordination is done later, and ordination is done first, so who should be the Khenpo. Permission means that for the ritual of ordination, do those that will be described below. Before the former is completed, do not transfer to upasaka, novice, or monk. Give the five precepts of an upasaka, transmit the novice vows, and then receive full ordination. If you do not proceed in this order, you cannot receive full ordination at once. Compose words of commitment to refuge, and then make words of commitment to become an upasaka and novice. Say "I take refuge" to the Buddha, Dharma, and Sangha separately, and then say "Please regard me as an upasaka or novice," and have the ordained person make a commitment. These words must be repeated three times. After that, declare the precepts in a manner of commitment. Like the rest, because you have committed to becoming a novice or upasaka, you must do the five precepts of an upasaka, repeating them three times.

Recite between the "Om" syllables, and let him speak. The meaning of "in accordance with the rules" is that after taking the form of a layperson, he is made to speak because the five precepts themselves do not distract the mind. After ordaining him as a layperson himself, entrust him to a bhikkhu who asks the Sangha. After ordaining him as a layperson himself means that the preceptor himself ordains the layperson who wishes to be ordained by the layperson's vows. Entrust him to a bhikkhu who asks the Sangha means that after that, the preceptor instructs a bhikkhu to lead the one who wishes to be ordained, and entrusts and sends him to ask the Sangha: Is there any fault in this person's ordination? Ask if it is pure, and if it is pure, ask. The bhikkhu who is sent to ask again asks his preceptor: Does this disciple of yours have any obstacles? If he says no, then he first leads him to the Sangha to ask. In all gathered places, or in each place. When asking the Sangha, it is necessary to ask whether the Sangha of the same boundary is complete, and to ask in front of them. If someone has not arrived, ask at the place where he lives. If they are all pure, then all should say so. After asking in this way, the Sangha answers "they are pure," which means that it is permissible if there are no obstacles and it is pure. The preceptor should pray, and the Sangha has already been informed. The one who wishes to be ordained should also pray to the preceptor as the preceptor in the Sangha. Doing so is because although he was previously a preceptor, he prays to the Sangha and then appears as a preceptor. When shaving the hair and beard, leave a tuft of hair. After that, when shaving the hair and beard, leave a tuft of hair for fear of a change of heart. Ask if you can shave the tuft of hair, and if you can, shave it off. After that, because he has this tuft of hair, he is still a layperson.
