The father of desire, being very certain about discipline, upholding what is heard, accumulating what is heard, being proficient in scripture, skilled in debate, skilled in initiating all debates, skilled in the distinctions of debate, skilled in stopping debate, skilled in preventing debate from arising again after it has ceased, skilled in treatises, skilled in particularly practicing the basis, speaking without fault, not allowing the creation of faults, not allowing it with body, speech, and mind, being able to speak and making speech meaningful, being able to understand and making understanding meaningful, being able to discern and making discernment meaningful, being able to ascertain and making ascertainment meaningful, not acting out of desire, not acting out of hatred, not acting out of delusion, not acting out of fear. Possessing these twenty-two qualities of impartiality, one does not rely on either side, whether it be the wealth of Dharma or material wealth. Furthermore, an impartial monk should not speak together with monks who are engaged in disputes, nor prostrate, nor rise first, nor join palms, nor claim as his own the actions that would make him a subduer. Even if they offer reverence, he should not accept it. If they offer a bowl, he should not accept it. If they offer robes, he should not accept it. He should not claim as his own any other offering of any kind. Nor should he revere them. He should not give a bowl, he should not give robes, he should not give food, he should not give medicine, nor should he give any other kind of offering. He should not receive teachings from them, nor remember, nor practice yoga, nor inquire. He should not give teachings to them, nor remember, nor inquire about everything, nor practice yoga, nor turn his mind around them. He should not sit on the same seat, nor walk in the same place, nor dwell in the same dwelling. Otherwise, one should say these words: "O long-lived one, what good deeds can be obtained by doing this?" Well spoken.

于彼之律中出家已,争斗,挖掘不全,诤讼,斗诤而住者未寻得,非寻得也。寻得寻得,而非善寻得,具寿者,汝等勿斗诤,勿诤讼,勿斗诤,斗诤二者皆无胜,奔走二者皆无胜。若彼等决定,则谓一胜一负也。此名为仲裁者所作。彼之自性寻觅者,布施所作何者耶?若有比丘行不应行,彼即承认。于承认者亦亲近,于亲近者亦复 承认者,于彼不应立僧众之祈请及四业不动。彼之自性寻觅者,布施之比丘应行如是之业。彼之自性寻觅之比丘,从不应出家乃至如前。于何者,僧众寻觅彼之自性布施,及何者与彼相似亦可,不应生如是之罪。是故亦不应过分,乃至如前。如是,不委任总括十二人者,此名为彼之自性寻觅者布施所作。若犯堕罪,施与学处之所作何者耶?若有比丘行非梵行,修习交合之法,然于彼,乃至仅于一唾盂,亦未生隐藏之心者。于彼,不应立僧众之祈请及四业不动,应施与学处。如是,具寿如喜悦般增长,何者与彼相似,其他亦可,如是之堕罪,自此以后亦不应作。是故亦不应过分。如是乃至如前。如是,不委任为十二人之故。与律相应,施与学处之比丘,从不应出家乃至如前。于何者,僧众施与学处,及施与学处之比丘,应学一切比丘之学处。比丘应处于末座。彼应为受具足者作施受。受具足者

Having renounced in that Vinaya, they quarrel. They dig up what is incomplete. They dispute. They contend, and those who dwell are not found, they are not found. Having found, they are found, but not well found. O you who have life, do not quarrel. Do not dispute. Do not contend. In contention, neither wins. In running, neither wins. If those are determined, it is said that one wins and one loses. This is called what is done by an arbitrator. What is the act of giving by one who seeks its nature? If a bhikshu engages in improper conduct, he admits it. From the one who admits, he also attends. From the one who attends, he also again To the one who admits, it is not proper to establish the Sangha's request and the four unmoving actions. The bhikshu who gives, seeking its nature, should engage in such an action. The bhikshu who seeks its nature, from not ordaining onwards, is as before. To whomever the Sangha seeks its nature, giving, and whoever is similar to that, it is also acceptable, such a fault should not occur. Therefore, it should not be excessive either, even until as before. Thus, not appointing the twelve people in total, this is called the act of giving by one who seeks its nature. What is the act of giving training to one who has committed a defeat? If a bhikshu engages in non-brahmacharya, practices the act of intercourse, but in that, even in just one spittoon, he has not generated a mind of concealment. To that one, it is not proper to establish the Sangha's request and the four unmoving actions, training should be given. Thus, may the one with life increase like joy, whoever is similar to that, another is also acceptable, such a downfall should not be done even from now on. Therefore, it should not be excessive either. Thus, even until as before. Thus, the precepts are not appointed for the sake of the twelve people. The bhikshu who has given training in conjunction with the Vinaya, from not ordaining onwards, is as before.
