The so-called "for this, that is the ritual," refers to that which is in accordance with the Dharma for establishing the basis of the precept. If asked, how does it become a downfall in this? If, through clairvoyance, one says that the other person is a child, foolish, or not intelligent, and therefore says, "You should study these trainings that pertain to taming," or when advising, if one says, "I, as a bhikshu, will not study until I have consulted with those who uphold the sutras, those who uphold the vinaya, and those who uphold the matrikas," then, through the basis of something that makes it known, for a bhikshu who possesses taming, for the basis of training, for one who possesses clairvoyance, to say to him, "You are a child, foolish, unclear, not intelligent, you will not study these trainings with your words," thus proclaiming non-knowledge, uttering such words, it becomes a fundamental offense of abandoning the establishment of training. For one who can remove the offense, knowing that the speaker, who himself is establishing training, is clairvoyant regarding the training spoken of in the Vinaya, there is no fault. For those trainings spoken of in the Vinaya and the Matrika, which belong to the category of taming, there is no fault in abandoning the advice to "study."
