I shall explain that dwelling amidst countless Bodhisattvas is understood as faith. Just as it appears on a single atom, in the same way, in all the remaining realms of Dharma, one should also have faith. The essence of all phenomena is the nature of Dharma. Because it is the realm of that very nature, it is the realm of Dharma. Just as the realm of Dharma is like the edge of space, the Blessed One dwells on each and every atom, and is surrounded by a gathering of countless Bodhisattvas. One should mentally believe that they are filled and pervade without any gaps. Because the actions of body and speech are aroused by the actions of mind, the actions of mind are explained in between. Now, the praise with speech is explained, which is "their praise is inexhaustible" and so on. The so-called "theirs" refers to those who have such faith. Because there is no decay or end, it cannot be exhausted, so it is inexhaustible. In whom is there an inexhaustible ocean of praise, that is, there is an inexhaustible ocean of qualities. It should be understood that the word "ocean" shows the meaning of multitude. That is, those inexhaustible oceans of praise. In the phrase "ocean of sound limbs, all sounds," the word "limb" is also a synonym for merit here. How is it? Thus, in the Hearer Vehicle, it is said that "the speech of the Blessed One has five limbs," while in the Great Vehicle, it is said that it has "sixty limbs," "ten thousand limbs," and "immeasurable limbs." In those, it is obvious that it has five qualities and so on. That is, the sound that has all the oceans of sound qualities, that is, what kind of speech, that is, the speech that is well spoken by them, that is, what kind of speech. The so-called "all Victors" and so on, refers to the immeasurable qualities, both common and uncommon, of body, speech, and mind, from the time when all the Victors generated the mind of enlightenment. I praise them as if I were dwelling before each and every Sugata, who speaks well, reveals, and proclaims them. Or, praise is inexhaustible.

The term "sea" is used because the basis is the same, so it is a distinction of merit. "Praising the inexhaustible oceans" is the concluding phrase. Now, concerning those Buddhas, the Bhagavat, two kinds of offerings, superior and unsurpassed, are taught. Among them, the superior offering is shown by two verses beginning with "excellent flowers." Among flowers and so on, whatever is excellent is the excellent flower, the excellent garland, the excellent musical instrument, and the excellent ointment such as sandalwood and saffron, the excellent umbrella, the excellent lamp, the excellent incense, the excellent clothing, and the excellent perfume mixed with various fragrances, and those offerings of powder of sandalwood, saffron, camphor, and agarwood piled up like Mount Sumeru. "With excellent and supreme arrays," the word "array" here is a synonym for gathering, meaning that with those who possess the best of all forms of gods and humans, I make offerings to all the Victorious Ones. The unsurpassed offering is shown by "What offerings are unsurpassed," that is, those unsurpassed and vast offerings generated by the power of the Bodhisattva's special Samadhi, bounded by the Dharmadhatu, and widely filling all Buddha-fields, I offer with mental devotion to all the Victorious Ones. "With the power of faith in the Good Conduct," means with the power of faith in the Good Conduct. Faith in the Good Conduct is desire, conviction, and certainty. By its power, that is, the offering of the Good Conduct, as it appears in many Sutras, such as the emanated offerings of Bodhisattvas, is like that. Now, in order to conclude the prostrations and offerings that have been described above, it is said, "To all the Victorious Ones, I prostrate and offer." It means that I will prostrate and offer to all the Victorious Ones. Now, in order to show the confession of sins by way of three aspects: nature, basis, support, and form, it is said, "By the power of desire, hatred, and delusion." Among them, from the perspective of nature, my present life and lifetimes
