Because it is the bond of vows, it is named the complete collection of vows of all Tathagatas. It is also called the messenger of all Tathagatas, just as a king pours oath water, etc. Whatever is established on the oath is called a messenger in the world. Because it is in accordance with the principle of being established on the oath, this is also called a messenger. Since it is both all Tathagatas and the oath, it is the oath of all Tathagatas. In order to bind the vows of all Tathagatas, it becomes a collection of mudras, that is, it becomes a collection of mudras of the complete collection of vows of all Tathagatas, meaning that each one has become a chain. From those collections of mudras, the bodies of the Tathagatas also appear. From those bodies, the bodhisattvas who hold the mudras also appear, that is, they become the bodies of the great bodhisattvas who hold the Vajra Chain. Since it is both a great bodhisattva and a Vajra Chain, it is the great bodhisattva Vajra Chain. The top of the Bhagavan's tiered pavilion is located in the center of the pavilion made of vajra, jewels, and precious stones, whose door is marked with a lotus. All Tathagatas refer to the Buddhas and Bodhisattvas in the mandala. Binding them means seeing one's own ability and establishing it in order to fully accomplish the qualities promised by one's own vows and the teacher's teachings, so this verse is specially proclaimed. Ema (ཨེ་མའོ་,梵文天城体:aho,梵文罗马拟音:aho,汉语字面意思:Wonderful!) means to become rare. If you ask what is rare, the answer is: Because I am the master of the Vajra Chain. If you ask what it is like, the answer is: It is firm, because others cannot destroy it. Even so, what is so rare about it? The answer is: Because those who are liberated from all bonds want to bind for the benefit of sentient beings. It is said that even those who are liberated from all bonds still have to bind, which is truly rare. If you say that you are bound, then how can you be truly liberated from all bonds? Although it is said so, sentient beings who are controlled by afflictions!
