Because they do not understand the distinctions, the non-Buddhists, for the time being, with a mind that greatly desires the slight happiness of gods and humans, throw themselves into water and fire, etc. The Hearers, etc., also do not understand the nature of things, and thinking that the absence of aggregates is the supreme bliss, they strive to liberate themselves from suffering. Those who have a beautiful demeanor in the Paramita Vehicle, when engaging in giving, etc., because everything is always of one taste in emptiness, even if they have attained a ground, they desire the Lesser Vehicle because of their lack of compassion. As it is said in the Vajra Peak Sutra: "Those who have attained the ground are the sons of the Victorious Ones, they will not become faithful, until the eighth ground, they are frightened by the Lesser Vehicle. Those who enter this great secret wheel are born from the Buddhas, they will become faithful, and will abide solely in the Great Vehicle." Thus it is said. Even having attained the ultimate state of non-retrogression in the Paramitas is not Buddhahood, because it would follow that one could attain Buddhahood with just the tenth ground. The Paramitas are not the cause of complete perfection, because by manifesting the profound meaning, one obtains a result that is separate from the meaning of sentient beings. The supreme nature of benefiting all beings is considered to be omniscient wisdom. Even when entering the ultimate state of selflessness, it cannot be attained by selflessness, because it is only the antidote to conceptualization. As it is said: "Without means, it is only non-existence, even if it is something to be accomplished, it has no power for the benefit of oneself and others, because it is non-existent like a flower in the sky." So, how will it be with means? This is explained, because it shows completeness with the nature of great desire that pervades all beings. Furthermore, as it is said in the Vajra Heart Ornament Sutra: "Great desire is completely purified, great bliss is great wealth, after obtaining dominion over the three realms, showing that is doing the meaning." Therefore, the Buddha himself is the cause of accomplishment, and in Buddha Yoga as well, is it not that everywhere one sees a result similar to the cause? This is also said in all the secrets, the Buddha himself also
