Thus, by demonstrating the meaning of the four mudras combined, one possesses the merit of hearing and understanding the teachings. The so-called "vow of all things" refers to the empowerment of all Tathagatas, and the revelation of the secrets of body, speech, and mind. The characteristics of all things thus revealed are seen as inviolable vows. For example, all appearing forms are seen as the body as it is; all sounds uttered are heard as the speech as it is; all formless things are realized as the mind as it is. In short, the vows of all things encompassed by the general and the specific, the root and the branch, the eating and the guarding, are truly guarded and practiced, and their fruit manifests. The body, adorned with the ornament of the liberation of qualities, is seen by the eyes, leaving no room for further looking. The vast Dharma, endowed with the four kinds of knowledge, showing benefit through the speech of words, is heard by the ears. The speech of meaning, symbolizing truth, is inexpressible and profound. The mind does not waver, and the wisdom nature of the mind, unwavering from the state of equanimity, is realized by the mind. Therefore, all such Tathagatas, such as Vairochana, who possess such qualities, are requested by Bodhisattvas Mahasattvas such as Maitreya, who possess the vision of Dharma. The so-called possessing the vision of Dharma refers to the qualities of Bodhisattvas, and all the objects of realization by mind and wisdom of the teachings of non-Buddhists, the teachings of Shravakas, and the teachings of Pratyekabuddhas, all are seen without obstruction or attachment, without any object of focus. And all the objects to be known by Bodhisattvas, the skandhas, dhatus, and ayatanas, are free from the aspects of grasper and grasped. And all conventional appearances are seen as like illusions and mirages. And all the differentiated Dharmas to be realized from the first to the tenth bhumis are realized and understood in their proper order. This is called possessing the vision of Dharma. It is merely an imputation upon what is realized by wisdom, and not what is seen by the eye faculty and consciousness.

One should not be attached to this. Then, why are the Vajra of Vows, etc., mentioned first in the introduction of the Root Tantra, while Maitreya is mentioned first in this chapter? The answer is: The Vajra of Vows, etc., arise from the wisdom of the Bodhicitta of the fruit and are born from the clear source of the Vajra. They are Bodhisattvas of pure origin and therefore have no doubts. Maitreya, on the other hand, is a Bodhisattva of pure lineage who has purified his lineage in the characteristic vehicle. Even though he has manifested the wisdom of the ten Bhumis, he has not trained in the attachment to liberation in the Vajra Vehicle of the fruit. Therefore, even if he hears the meaning of this Tantra, he may still have doubts because it has not manifested. In order to dispel these doubts, he is mentioned here and shown as the questioner. Otherwise, if even Maitreya, the Bodhisattva of the ten Bhumis, does not understand the meaning of this Tantra, what need is there to mention that others can understand it? Therefore, it is not the domain of ordinary people, and it is shown to be extremely secret. Those who have the fortune to enter and practice this should diligently strive with intense effort and repeatedly cultivate service, so that they can eliminate doubts about the words and meaning. Even if Maitreya understands without doubt, in the future, when he himself attains perfect enlightenment, he will say to his pure retinue, "In the past, I heard this rare and difficult-to-understand Dharma, and I repeatedly asked and made efforts." In this way, he will praise the greatness of the mantra. Furthermore, those who have the fortune to practice mantra in the future should repeatedly prostrate and ask the Vajra Master who has obtained the secret instructions, so that they can receive the instructions. Therefore, for such a reason, Maitreya is mentioned first, and it is shown that he is the one who asks. This should be understood. In order to show what the essence of the question is, it is said: "O wonderful Samantabhadra! The certainty of body, speech, and mind, In the three Vajras, at all times, The three Vajras always abide." Etc. "O wonderful" is an exclamation of amazement, praising the extraordinary. It is a statement made with consideration of words, meaning, cause, and effect.
