Having heard and possessed the qualities of wisdom taught by the Tathagatas. The so-called samaya of all things is the empowerment of all the Tathagatas, and the revelation of the secrets of body, speech, and mind. The characteristic of all things thus revealed is seen as the inviolable samaya as follows: How is it? All that appears as form is seen as the very nature of the body; all that sounds is heard as the very nature of speech; all that is without form is realized as the very nature of mind. In short, the samaya of all things encompassed by the common and the particular, the root and the branch, the eating and the protecting, the fruit of having protected and practiced as it is manifests, and the body adorned with the ornament of the liberation of qualities, is seen without satiation by the eyes. The speech of words, showing benefit, the vast Dharma possessing the four kinds of distinct knowledge, is heard by the ears. The speech of meaning, symbolizing truth, is inexpressible and profound, the mind is unmoved, and the nature of wisdom that does not waver from the state of equanimity is realized by the mind. Thus, the Tathagatas possessing such qualities, such as Vairochana and all others, are requested by the Bodhisattva Mahasattvas such as Maitreya and others who possess the Dharma vision. Among them, possessing the Dharma vision is the quality of the Bodhisattvas, and the Dharma of the heretics, the Dharma of the Shravakas, and the Dharma of the Pratyekabuddhas, all the Dharmas that have become the object of realization by their minds and wisdom are seen without obstruction or attachment, without object, and the objects to be known by the Bodhisattvas, the aggregates, elements, and sources, all are free from the aspect of grasping and being grasped, and all conventional appearances are seen as like illusions and mirages, and all the differentiated Dharmas to be realized from the first to the tenth Bhumi are realized and known in order as they are, which is called possessing the Dharma vision. That which is realized by wisdom is merely imputed, and that which is seen by the eye faculty and consciousness is not grasped. Then, in the root tantra it is said

If, in the fundamental chapter, the commitment vajra and so on are mentioned first, then why is Maitreya mentioned first in this chapter? The answer is: The commitment vajra and so on arise from the wisdom of the resultant bodhicitta and are born from clarity. They are beings whose vajra lineage is completely pure, and therefore they do not have the conceptual thought of doubt. Maitreya, on the other hand, is a bodhisattva of pure lineage who has trained in the vehicle of characteristics. Even though the wisdom of the ten bhumis has manifested, because he has not trained in attachment to liberation in the resultant vajra vehicle, even if he hears the meaning of this tantra, he has doubts that have not manifested. In order to dispel these doubts, he is mentioned here and shown as the questioner. Otherwise, if even the bodhisattva Maitreya of the ten bhumis does not understand the meaning of this tantra, what need is there to mention that others could understand it? Therefore, in order to show that this is not the realm of ordinary people, but is extremely secret, and that those who have the fortune to enter and practice this should also diligently strive with strong effort, repeatedly draw near, and become familiar, thereby dispelling doubts about the words and meaning. Even if Maitreya understands without doubt, in the future, when he attains complete enlightenment, in order to say to his pure retinue: 'I have previously heard of such a rare and difficult-to-understand dharma, and repeatedly asked and strived,' in this way, to proclaim the greatness of mantra, and also to have those who have the fortune to practice mantra in the future repeatedly prostrate to and ask the vajra master who has obtained the secret instructions, thereby obtaining the instructions, is also for this purpose. Therefore, it should be understood that for such a meaning, Maitreya is mentioned first and he is shown to ask the questions. In order to show what the actual content of the meaning of the questions is, it is said: 'O Wondrous! Samantabhadra, the certainty of body, speech, and mind, in the three vajras, the three vajras always abide.' and so on. 'O Wondrous' is praising due to marveling at the rare, and refers to words spoken considering the words, meaning, cause, and effect. If speaking generally, it is permissible to speak in common.
