If asked, how did it arise? Letters arise from A (ཨ), which means "arising from the indestructible." Then, is this A (ཨ) permanent or impermanent? "Not changing is not decaying," which means that it itself and what holds it will not change, so it is permanent, it is nominally established. But from the ultimate truth, neither permanent nor impermanent is established. Sound is untrue, which is impermanent, because sound is momentary, so it is impermanent. The meaning it expresses, neither permanent nor impermanent is established. Why? Because it is uncreated, without beginning or end, and free from grasping and the grasped, etc. This is the remaining part. Then, how is this known? Combining "from the Sutra of Explaining the One Aspect," it means that this Dharma is prophesied by sounds, which means that all causes and effects, paths and what is to be abandoned, are indicated and declared by the collection of sounds. Then, are sound and meaning things that exist as entities? Or not? The answer is no. "Dharma and sound do not change their appearance here," which means that, from the ultimate truth, the speaker and what is spoken are non-dual and inseparable. Then, what is the use of knowing non-duality? The nature of Dharma, the one aspect, is non-dual, it is the object of knowledge. The way to enter it is the yogi who relies on it. What will happen? "Will touch the supreme unsurpassed forbearance," which means that the three forbearances and the three supreme Dharmas, and from the Joyful Ground to the Tenth Ground, are relatively unsurpassed. Samantaprabha is truly unsurpassed, touching it is attaining it. Is this not intentional? The answer is no, it is said because one wants to explain other scriptures. "The Tathagata manifesting all appearances," etc., is said from the Action Tantra, and speaks of wisdom, etc. "Lord of Secrets" is the questioner, in order to answer his question. The nature of mantra is non-discriminating wisdom and its cause. Then, what is this wisdom? It is what all the Tathagatas have not created, what is not bound, free from the doer and the done, etc. It is not rejoicing, because there is no object of rejoicing. The rest is easy to understand.

Having explained the divisions, lineages, and powers of speech, and so on, the speech vajra is then taught. Therefore, mentioning terms such as "complete" and "incomplete" indicates the intention of this very context. If one asks from which scripture this explanation is known, it is stated in the Sutra Requested by King Miamchi, and so on. "The lord of Miamchi" refers to the Tibetan people. "From where do the sounds of all sentient beings arise?" refers to the question asked out of not knowing from where sounds arise. The answer to this is that the sounds of all sentient beings arise from the sky, meaning that all sounds are considered to arise from that which is without inherent existence and unconditioned. From this basis, having become doubtful, the question is asked: "Do sounds not arise from within the belly?" This is asking whether the sound of the combination of body and mind arises from within the belly. The answer is: "Do they arise from the belly? Do they arise from the mind?" This is asking about the examination of both body and mind. The answer to this is: "They do not arise from the body, nor do they arise from the mind," meaning that they do not arise from either body or mind. When asked why they do not arise from these two, the answer is given that the reason they do not arise from the body is that the body is material and not of the nature of awareness. Because it is mind, it is without movement. Because it is not a cause or condition, it has no action. An example is given, such as roots and so on. If it is said that the mind arises in the opposite way from this, it is not so, because it is without increase or decrease, without indicating a place, and without touch, and so on, and therefore without form. Because there is no indication of "here," it cannot be indicated. Because there is no cutting off or obscuration, it is without beginning. Because there is no virtue or non-virtue, it is without discrimination. Therefore, it is not the cause of sound. Thus, if neither body nor mind is the cause, one might ask from where it arises. The answer is that the sounds of sentient beings are understood to arise from the sky, meaning that the sounds of the collection of the speech of sentient beings arise from emptiness. Furthermore, if one thinks there is a cause and asks, "If there is no sky, from where do sounds arise?" Because there is no other cause, apart from the sky, would sounds arise from somewhere else? They would not arise. This is easy to understand. The very arising of sound from the sky.
