He who is named "Youthful Ground" is prophesied to be the eighth immovable ground. Having become a monk through the secret empowerment, he is named "Youthful Regent" and is prophesied to be the ninth ground, Good Intelligence, therefore he is called "Abiding One." Through the empowerment of wisdom and knowledge, he will be able to gather disciples, therefore he is prophesied to be the tenth ground, Cloud of Dharma, like the second Buddha. Therefore, the ten vidyādharīs should be entrusted by the teacher to the lay disciples. Here, the Blessed One said in the root tantra: Niece and sister, Likewise, the mother who gives birth to a sister, Thus, the mother who gives birth to a wife, Mother, likewise, all women, The wife of father, uncle, and brother, Likewise, the mother who gives birth to a niece, One's own mother and niece, One's own wife is the supreme form, Tārā and so forth, the realm of Dharma, These ten vidyādharīs are born from self-awareness, At the time of empowerment, give them excellently, Those who desire liberation should hold them. Thus it is said, empowerment is given by the ten vidyādharīs. The ten perfections, the ten grounds, the ten knowledges, the ten powers, and the symbols of the ten letters. He accomplishes all kinds of meanings, The great one who possesses the ten freedoms, This is the symbol. ཧྐྵྨླྺྲྱཾ་ (Tibetan, Devanagari, Romanized Sanskrit, Literal Chinese meaning) There are outer, inner, and other explanations for this, but it is not elaborated here, it should be known in the great commentary. Here, it is poured out because of possessing pure empowerment. Having obtained the ten perfections, it is said that by relying on the ten vidyādharīs, the ten empowerments are obtained, therefore it is purified by the ten perfections. Abiding in the ten perfections, it is said that by obtaining the first empowerment, it is the perfection of generosity. Thus, each empowerment purifies each perfection, the teacher is the perfection of power, the secret empowerment is the perfection of aspiration, and the perfection of wisdom and knowledge. That is the purification of the ten perfections, that is it, the manner of the ten perfections, it is said that the ten perfections are purified. The protector is the lord of the ten grounds, He dwells excellently in the ten grounds, it is said that by obtaining the ten empowerments, the ten grounds are obtained, with the water empowerment, it is the Extremely Joyful Ground. And obtain good wisdom and Dharma clouds. Having the nature of ten pure wisdoms, this means that the ten vidyādharīs should be understood as the ten pāramitās, and the ten bhūmis should be understood. The one who holds the ten pure wisdoms, this means holding the non-regressing wisdom obtained by relying on prajñā-jñāna. The ten aspects are the meaning of the ten meanings, which means that it performs the benefit of sentient beings. By what meaning does it perform? The Lord of the Able One, possessing the ten powers, is pervasive. The ten powers are: the power of thought, the power of view, the power of combination, the power of wisdom, the power of aspiration, the power of vehicle, the power of conduct, the power of transformation, the power of enlightenment, and the power of turning the wheel of Dharma. Obtaining these powers are the ten freedoms, which accomplish all kinds of meanings without remainder. The great powerful one with ten freedoms, this means the symbol of the ten worldly freedoms, which is where ten letters are stacked. By bestowing the ten freedoms of empowerment, the ten freedoms of severance are transformed into the ten freedoms of a bodhisattva, namely: freedom over life, freedom over karma, freedom over adhimukti, freedom over resources, freedom over aspiration, freedom over magical power, freedom over Dharma, freedom over mind.
