It is because the mind is obscured. When one is a Buddha, there is no demon, because the mind is free from obscuration. What else is there besides that? In terms of action, other than the Buddha, the Bhagavan, no one else born from a woman's womb possesses the thirty-two major marks of a great being, the eighty minor marks, the thirty-two hidden marks, and the six types of clairvoyance. Therefore, what is called a demon is the defilement of the habitual tendencies of the minds of sentient beings in samsara. What is called a Buddha is the mind that is free from the habitual tendencies of samsara. As the Bhagavan said in the Prajnaparamita Sutra: "That which is called mind is not mind, because its nature is luminosity," and that is what is free from the habitual tendencies of samsara. Therefore, a demon is a mind with defilements, and a Buddha is a mind without defilements. Here, the Buddha subduing demons externally is like a dream, it is the manifestation of the minds of sentient beings themselves. The true meaning of the Tathagatagarbha will be explained in detail in the fifth chapter. Here, the entry of Buddhas and Bodhisattvas into samsara for the benefit of sentient beings is not something that samsaric beings can speak about. Just as when the Lord of the World entered hell for the benefit of sentient beings, the messengers of Yama and the King of Yama spoke these words of praise: "Who is liberated from the bonds of existence, yet still holds existence for the sake of sentient beings. He shows the meaning of emptiness, yet does not abandon the fruits of karma. The defilements of the mind are burned by the fire of correct wisdom, and are constantly moistened by true compassion. His actions are immeasurable, we prostrate to the Buddha who delights in benefiting sentient beings." Therefore, with the essence of benefiting sentient beings, the entry of Buddhas and Bodhisattvas into the womb or their going to hell is not something that ordinary people can discriminate. Even a Bodhisattva who has accomplished the ten paramitas, obtained mastery over the ten bhumis, and obtained the ten powers cannot fathom the three thousand great thousand world systems...

Various emanations teach the Bodhisattva's Dharma to those who are to be tamed by Bodhisattvas, but that great Bodhisattva is not many. Similarly, the Buddha, the Bhagavan, who has perfected the accumulation of merit and wisdom through the power of past aspirations, and who is endowed with all the qualities of mastery, such as fearlessness, manifests limitless and boundless illusory emanations in the realms of the three thousand great thousand world systems of the Buddhafields. When countless and boundless sentient beings make requests in countless and boundless languages, the Omniscient One, with a voice that fully penetrates the languages of all sentient beings, teaches the Dharma of the world and beyond, but that Omniscient One is not many. For example, a great magician emanates many illusory forms, and those emanated forms uproot trees and shake the tops of mountains. Like the form of a great god, or like the form of Vishnu, he binds Devadatta and others, but that great magician is not many. Similarly, the illusory emanations of Buddhas and Bodhisattvas accomplish the benefit of sentient beings in the three realms of existence. Therefore, in order to teach all sentient beings the Dharma of the world and beyond, the Buddha, the Bhagavan, who was formerly the master of the twelve bhumis, a wise holder of great magic, endowed with the illusion of the eye of great magic, was born in the noble land of Lumbini from the womb of Queen Maya, the consort of King Suddhodana of the Shakya clan, as the youth Siddhartha. And Vajrapani, the master of the ten bhumis, was also born in the city of Kalapa in Shambhala from the womb of the goddess of sunlight, Nampar Gyalma, as Zla-ba bZang-po (Good Moon). The Buddha, the Bhagavan, manifested the twelve bhumis in order to teach the Dharma of the world and beyond in the Buddhafield, and became Shakyamuni. The Bodhisattva Vajrapani is of the Shita River.

In one direction, the sentient beings to be tamed residing in ninety-six crore cities, in order to attain the path of perfect enlightenment of the supreme first Buddha of the Tantra King, transformed into King Good Moon. These two Buddhas and Bodhisattvas, as manifestations or complete enjoyment bodies, are related as teachers and petitioners, because there is no contradiction between the former and the latter. King Good Moon, the manifestation of Vajrapani, prayed to the Tathagata for the sake of all sentient beings accomplishing worldly and transcendental siddhis. The Tathagata also saw that the minds of those residing in the ninety-six crore cities in the lands such as Shambhala north of the Shita River were pure and abiding in a state of possessing good fortune, and thus declared the twelfth part of the supreme first Buddha, which does not open the Vajra words and makes the Vajra words extremely clear. In the future, seeing that twenty-five hundred thousand Brahma sages and those residing in the ninety-six crore cities would be fully matured, the Tathagata prophesied Manjushri Name as the Lineage King, who will gather the abridged tantra from these twelve parts of the Tantra King, and declare the root Tantra King, and make all lineages into one lineage with the Vajra lineage empowerment.
