Because it is difficult to stop the flow of the river of afflictions, one becomes distracted, and therefore there is no peace and happiness in the mind, that is its meaning. Why? Because it is said, "The power of evil thoughts is great." Conceptualization is conceptualization, which is the coarse flow of the mind. Examination is examination, which is the subtle state of the mind. Since it is both conceptualization and evil, it is evil conceptualization, that is, possessing afflictions. That is the power, because the mind is in a state of being stirred and distracted by the state of afflicted conceptualization and examination, therefore it is powerful. That is what is difficult to overcome. Furthermore, what is it like? It is said, "When the crocodile hordes of afflictions stir." Due to the power of evil thoughts, afflictions such as desire arise. That is what produces suffering and conforms to the Dharma in a tight-grasping manner, so it is a crocodile, that is, a sea creature. The collection of those is numerous. That stirring is pervasive and distracting. Because of that reason, as long as the afflicted conceptualization has not subsided, then one's own mind will not be peaceful, nor will it become the basis for the arising of white Dharma. That is also as stated in the Sutra of the Saltwater River: "I have no fear of thieves who plunder wealth, because if they plunder good wealth, that is also not the case. The virtuous wealth of the mind is well and completely accumulated, but my ordinary thoughts manifestly plunder. In mountain caves and dark rooms and dense forests, one can well protect wealth from thieves. There is no place to go where virtuous wealth has not been destroyed by these non-holy thoughts." That is what is said. In this regard, at the very beginning, the Blessed One taught the impure, loving-kindness, and dependent origination in order to those who possess desire, hatred, and ignorance, respectively, in order to show the situation that is inconsistent with the Four Brahmaviharas. When the power of the ocean of desire is great and turbulent, if one relies on the impure pond, then my mind

The fire of hatred, like dry grass, will surely burn and come close to destroying. Thus and so on it is said. Desire is the desire for desire and the desire for things. That itself is because it is much and powerful, like the waves of the sea, which are many discriminations corresponding to it, by which it is disturbed, swayed, and moves. That also, as it is said in that very sutra: 'As gentle water flows into the ocean, it does not move, but the waves violently disturb. Likewise, the water of the mind that has become one-pointed, is violently disturbed by discriminations.' That is what is said. When it becomes like that, what should be done? One should rely on the antidote, therefore, If one relies on the impure boat. Thus it is said, If for the sake of dispelling, one meditates on the impure, that is, unpleasant things, and relies on the boat as a method of crossing the ocean of desire. How does the mind abide at that time? There, my mind, the fire of hatred, like dry grass, will surely burn and come close to destroying. Thus it is said, At the time of meditation, relying on an unpleasant object, my mind is harmed by the fire of hatred as if burning dry grass, but the peaceful mind free from desire has not been attained, thus declaring one's own fault. When hatred harms in this way, does one rely on one's own antidote? Therefore, For the sake of pacifying the suffering of the fire of hatred. Thus and so on it is said. Hatred is the mind that harms others, it is the aspect of tormenting the mind. That is fire, and the unpleasant suffering arising from it completely burns the mind's continuum in every way. Pacification is the pacification of that harm, that is, removing it from that mind's continuum. For means for that purpose. For pacification, what should be done? If one meditates on the pool of loving-kindness. Thus it is said, If as an antidote to the fire of hatred, one cultivates loving-kindness, which wishes all sentient beings happiness, that is, a friendly mind, cool like the water of a pool, able to extinguish the fire of hatred, and cultivates it repeatedly. What will happen from that? There, all beings desire happiness.
