是故,在土、水、火坛城之下,风坛城安住于虚空界。从风的边缘到须弥山之间,第七和第八地狱是持鬘者之城。持鬘者之城地狱有二十万由旬。此处风坛城变为五万,猛烈的狂风和大黑暗,这两个地狱上下有二万五千由旬,其广度与土坛城的广度相同。同样,火坛城有两个地狱,一个是火地狱,其上是令人无法忍受的烟地狱。同样,水坛城有两个地狱,一个是泥水地狱,充满泥和水,另一个是沙水地狱,充满沙和水,非常寒冷。土坛城有二十五千由旬的砾石水地狱。其上有持鬘者之城,上下有二万五千由旬。它本身有两种尺度,一半是非天(阿修罗)的住所,一半是龙族的世界。同样,对于身体来说,从脚底到腰部有两肘,将这两肘分成八份,每一份依次认知为地狱和持鬘者之城。须弥山的高度是一百万由旬,从土坛城到须弥山的高度上下也是一百万由旬,对于身体来说,是从腰部到喉咙下方的一肘。星宿的集合在那里旋转,从星宿集合的位置到须弥山的喉咙有二万五千,对于身体来说是六指。然后是五十(千),须弥山的脸,从喉咙到额头的边缘,对于身体来说是十二指。然后是坚固的地位,不动摇的顶髻,有二万五千,对于身体来说,是从额头的边缘到顶髻的位置的六指的尺度。在那之外,唯一的空性,远离三有,没有功德,并且因此而低劣,这就是下方的风坛城和上方的顶髻之外的唯一的空性,即微尘等。

Therefore, below the mandalas of earth, water, and fire, the wind mandala abides in the realm of space. From the edge of the wind to Mount Sumeru, the seventh and eighth hells are the city of Garland Bearers. The hell of the city of Garland Bearers is two hundred thousand yojanas. Here, the wind mandala becomes fifty thousand, the fierce great wind and great darkness, these two hells are twenty-five thousand yojanas above and below, its breadth is the same as the breadth of the earth mandala. Similarly, the fire mandala has two hells, one is the fire hell, and above it is the unbearable smoke hell. Similarly, the water mandala has two hells, one is the mud-water hell, full of mud and water, and the other is the sand-water hell, full of sand and water, which is very cold. The earth mandala has a gravel-water hell of twenty-five thousand yojanas. Above it is the city of Garland Bearers, twenty-five thousand yojanas above and below. It itself has two measures, half is the abode of the Asuras, and half is the world of the Nagas. Similarly, for the body, from the soles of the feet to the waist there are two cubits, dividing these two cubits into eight parts, each part should be recognized in order as the hells and the city of Garland Bearers. The height of Mount Sumeru is one hundred thousand yojanas, from the earth mandala to the height of Mount Sumeru is also one hundred thousand yojanas above and below, for the body, it is one cubit from the waist to below the throat. The collection of stars revolves there, from the position of the collection of stars to the throat of Mount Sumeru is twenty-five thousand, for the body it is six fingers. Then there are fifty (thousand), the face of Mount Sumeru, from the throat to the edge of the forehead, for the body it is twelve fingers. Then there is the firm position, the unmoving topknot, which is twenty-five thousand, for the body, it is the measure of six fingers from the edge of the forehead to the position of the topknot. Beyond that, the only emptiness, free from the three existences, without merit, and therefore inferior, this is the only emptiness beyond the wind mandala below and the topknot above, i.e. dust particles, etc.

Its nature is the fifth element, emptiness alone. Space is not so, because it pervades everything, so it should not be understood as emptiness alone. Thus, the measure of the world realm is four hundred thousand, and the body is four cubits. One cubit is also the nature of twenty-four fingers. Now, the measure of width spoken of here, from the edge of the wind to the boundary of the wind is four hundred thousand, that is, from the wind to the edge of the wind, from the east to the west of the wind circle, and similarly from the south to the north edge. The so-called "on the stable earth base, there are continents, mountains, and oceans," means that from there, in the center of the wind circle, there is the shape of a round fire circle. Similarly, in the center of the fire circle, there is a water circle, and in the center of the water circle, there is an earth circle. That is the stable earth base, on which there are six continents, six mountains, and six oceans. The seventh, together with the water circle, has seven oceans; the seventh, together with Jambudvipa, has seven continents; and together with the Vajra Mountain, there are seven mountains. The Vajra Mountain is the fire of the horse-head, located at the edge of the salt water sea, the water circle, below and vertically. The land, that is, the edge of the great Jambudvipa, in all directions and below, the salt water sea exists distinctly. From the edge of the salt water sea to the edge of the salt water sea is half of four hundred thousand, that is, half of four is two hundred thousand, that is, from the center of Mount Meru to the edge of the salt water sea circle on the left and right is two hundred thousand, that is, one hundred thousand on the right and one hundred thousand on the left. Similarly, it is the same in the east and west, wind and fire, truthless and powerful places. From the left and right sides of the salt water circle, the fire and wind circles become two hundred thousand. One hundred thousand on the right and one hundred thousand on the left, it is the same in all directions. In the center is Mount Meru, on top of which is the wheel of constellations, with stars revolving day and night. That is to say, in the center is Mount Meru. What is it like? That is, on top of it is the twelve-spoked wheel of constellations, with countless clusters of stars, the stars revolve day and night. Here, this word makes sense.
