Because they have not renounced and taken vows, fishermen and others should not listen. Because of this statement rejecting the Dharma, the teachings they proclaim are one-sided and cannot benefit all beings. In this human realm, because Sanskrit is one-sided, it is impossible to teach the Dharma of the world and beyond in various languages to beings with various inclinations. Therefore, in this human realm, those born into lower castes such as Candalas and Vaisyas should not read the Vedas or renounce and take vows. In this way, the Candala and Vaisya castes are rejected. The idea that merely perfectly translating one language can lead to heaven is the thought of those who are conquered by wrong views and arrogance, because there is no language that knows everything. In this human realm, if all people of the Candala caste and others were proficient in the Vedas, songs, doctrines, logic, and treatises, who would respect the Brahmins? Because knowledge, Dharma, and wisdom are common, and there is no difference in merit between all householders who are attached to the pleasures of samsara and the Brahmins. Having understood this, those malicious sages who are attached to material things wrote the songs, doctrines, ancient legends, and other teachings in books in Sanskrit, and stipulated that the Vedas should only be recited orally. This practice is out of the idea of not wanting everyone to know the truth, thereby making ignorant people even more ignorant. Here, in ancient times, when the Vedas, songs, doctrines, ancient legends, and other teachings were not written in books, they existed in the mouths of those who uphold vows.
