The holder should bathe extremely, making it clean, wear yellow clothes, and go to the place of the dragons. In the place of the dragons, make a mandala of incense, and place the image of the Blessed One Shakyamuni, or a stupa with relics, on top of the mandala, and bathe it with incense water. Offer with flowers and incense. Also bathe all the dragons. Recite the cool holy water eight times, then add mustard seeds to it, sprinkle it into the lake, and fumigate it with incense from the four directions, then immediately, in that instant, the place of the dragons will shake, and something like smoke will appear, turning into a great mandala of clouds. Covering the sky, it will rain. When it is hailing, mix mustard seeds and sesame seeds, recite it twenty-one times, and bind it in the four directions. Scatter it towards the direction of the dragons. The hail will not fall, and all the dragons will be cut off. Frost and hail, and untimely winds will be completely pacified. At the edge of the dragon's lake, or at the edge of a well, or at the edge of a pond, or at the edge of a reservoir, or on the top of a mountain, perform one hundred and eight fire offerings with Arka wood, beeswax, mustard oil, and the flowers of the Karavira tree, then everything will be accomplished. The lord of the Yakshas, Vajrapani, with billions of Yakshas, and Vajradhara attendants and a thousand Vidyadharas came. The Bhagavan was seated on a lion throne adorned with various precious jewels and decorated with many different red pearls, in the stacked palace, with a great long parasol, and endowed with the great blessings of the Tathagata.
