All three are the same, showing pacifying and so on, through distinctions such as peacefulness, actions are of three kinds. Among them, the most supreme accomplishment is said to be the lord of the vidyā-mantras. The wise should know that the most inferior is dispatching and so on. Pacifying and increasing, and any fierce actions, for the three families, all of these, should be understood through the distinctions of secret mantras. The king of vidyā-mantras performs increasing actions, the wrathful ones perform fierce actions, Avalokiteśvara and others perform pacifying actions, this is the ritual of the three natures. The words and letters of secret mantras, even those not mentioned should be known, whichever mantra drives the action, it should be known that it accomplishes that action. With pacifying, perform pacifying actions, with powerful secret mantras, similarly perform increasing actions, with fierce, perform fierce actions. Especially for pacifying actions, pacify by what is said by the Victorious One. In what is said in the Glorious Saṃvara Tantra, increasing actions are auspicious to perform. The wrathful and fierce ones, by showing those and so on, actions are proclaimed as three kinds. Many secret mantras mostly, because they have the words of driving, therefore, that and that action, are well accomplished by those themselves. The king of vidyā-mantras, the Bhagavan, called Well-Accomplishing, that is the Glorious Great Goddess, especially she accomplishes all actions. The Glorious Vajradhara, who is worshipped by all mantra holders, is the demonstrator of all the vidyā-mantra tantras, and likewise the accomplisher. His great and small messengers, and wrathful deities, secret mantras, hand gestures, etc., although the retinue is of various kinds, they are known for subduing others. Among the gods also, this god's, the many secret mantras that are spoken, are majestic and especially superior, all of those accomplish all actions. In the Buddha and Padma families, because this one is appointed as the king, it should be known that he is supreme, there is no other equal to him. Secret mantras with few letters, and those that have "svāhā (藏文:སྭཱ་ཧཱ།,梵文天城体:स्वाहा,梵文罗马拟音:svāhā,汉语字面意思:善说)" and "oṃ (藏文:ཨོཾ།,梵文天城体:ॐ,梵文罗马拟音:oṃ,汉语字面意思:嗡)", all pacifying actions, are quickly accomplished by it. Having "hūṃ (藏文:ཧཱུྃ།,梵文天城体:हूँ,梵文罗马拟音:hūṃ,汉语字面意思:吽)" and having "phaṭ (藏文:ཕཊ།,梵文天城体:फट्,梵文罗马拟音:phaṭ,汉语字面意思:啪特)", and those that have "ra" and "dkan chags", those secret mantras for fierce actions, the wise should universally apply. The wise should apply the mantras other than those, with meanings and words that are peaceful,

In all actions performed, it is extremely important to combine well and thoroughly. For actions such as expelling demons, the wise should send messengers and the like. Whatever mantras perform that action, they should be combined with that particular action. Among the detailed and extensive explanations of the rituals for mantras that accomplish all actions, whatever action is mentioned first is shown to be the most important. Having grasped the initial theme, whatever mantras are spoken, they are shown to be the most important for that particular action. The rest should be understood as secondary. After employing lineage, nature, powers, and various actions, one should practice the mantra that accords with one's own mind. Thus concludes the sequential explanation of the characteristics of mantras. Furthermore, from other scriptures, the characteristics of the teacher, who is considered the root of rituals, are explained as follows: One who possesses all the qualities of the limbs, is skilled in the glorious scriptures, delights solely in the Dharma, and abides in their own discipline; one who is comfortable to be around, possesses compassion, is gentle, of noble lineage, without arrogance, intelligent, eloquent, greatly patient, engaged in the meaning of the Great Vehicle, especially devoted to the profound meaning, views even the smallest fault with fear and guards against it well, is especially diligent in reciting the sutras such as dharanis, is diligent in the practice of mantras, is skilled in explaining the essential instructions of the scriptures, accomplishes all actions, possesses recitation, is skilled in the actions of all mandalas, gives offerings pleasingly and well, considers it important and is free from stinginess, in all great mandalas, the teacher properly bestows empowerment, and has received transmission from the teacher; this is said to be the teacher. That very one should act according to the ritual, write the mandala with vows and so forth. Whatever ritual of mantras, that very one should give instructions. All the mantras taught by that one will undoubtedly be accomplished. Otherwise, even if one practices diligently, all recitations will be fruitless. Just as one views the Three Jewels and the sons of the Buddhas, likewise, one should view and respect the powerful teacher with repetition. That one encourages all, upholds refuge and so forth. That one is the cause of all virtuous directions and all higher realms. The teacher
