If the three do not have characteristics, then for what reason do the Dharma and the Sangha have differences and distinctions? How does one take refuge in the Three Jewels? If taking refuge in the Three Jewels is one, then it is unreasonable to say three. If it is said that there are three refuges, then for what reason is it said that there are seven kinds of retinues? World Honored One, what does one take refuge in to be called taking refuge? Then, the World Honored One explained these meanings separately and said this: What is called Buddha is awareness, because one directly perceives all the characteristics of the Dharma. Furthermore, all sentient beings are constantly intoxicated by sleep in the three realms. The Buddha opens the eye of enlightenment, so he is aware himself and makes others aware, therefore it is called awareness. The Buddha has spoken all the means of obtaining all the Dharmas. Please tell me, how can it be said that the Buddha has spoken everything? Is it said that he spoke according to what is appropriate to the faculties before the time has passed? Or is it said that he spoke according to the different categories? He replied: The Buddha spoke all the Dharmas according to the faculties and without passing the time, and later the attendants showed the order of the categories when they collected the Dharma treasures. The Buddha sometimes told the attendants about the heavy and light precepts, the fallen and the non-fallen, and divided them into the Vinaya Pitaka. At other times, from the nature of cause and effect, afflictions and near afflictions arise, so he spoke of the nature of karma, thus dividing the Abhidharma Pitaka. For the world, including gods and humans, he taught and spoke according to what was appropriate, which is called arising from one root, and it is spoken for the deeds practiced by those who have the capacity to be tamed. For sentient beings with sharp faculties, he spoke many profound meanings, which is called the Middle Way, and it is spoken for the deeds practiced by the disciples. He spoke of various kinds of meditation Dharmas, which is called Miscellaneous Treatises, and it is spoken for the deeds practiced by those who meditate. Destroying many heretics.

For the sake of that meaning, a lengthy discourse was given. Question: If the Buddhas abide in speaking all, then in the Sutras, the Buddha dwells near a tree in a forest, holding a leaf from one of the tree's branches, and asks the attendants, "Are there more leaves on this branch I am holding, or more leaves on the large tree?" After being asked this, they reply that there are more leaves on the tree. The Buddha also says, "The Dharma I know is like the leaves of the tree, and the Dharma I speak is like the leaf I hold in my hand." Can the Buddha then be called one who speaks all? Answer: There is an "all" of all things with different characteristics, and an "all" of all things with the same characteristics. Here, it refers to the "all" with different characteristics, so it is said that the Buddha speaks all. This refers to the inability to exhaust the distinctions of sentient beings, not that the Buddha is unable to speak. Furthermore, one who knows all can also be said to speak all, but one cannot speak of all as a means. Question: If the Buddha speaks through knowledge, then the Hearers and Solitary Buddhas also speak based on knowledge, so why are they not also given the name Buddha? Answer: It is not like that. The Buddha has reached the ultimate in both knowledge and speech. The knowledge and speech of the Two Vehicles do not reach the ultimate of Dharma. Furthermore, the Buddha is named Buddha because he fully knows all Dharmas, but the Two Vehicles cannot do so. Furthermore, the Dharma attained by the Buddha is limitless, and the Dharma spoken is also limitless, but the Two Vehicles cannot do so. Furthermore, the common attainments of the Buddha are also shared by the Two Vehicles. There are also uncommon attainments of the Hearers. The common knowledge of the Three Vehicles is attained by the Middle Vehicle. The common knowledge of the Two Vehicles is attained only by the Buddha, and what the Two Vehicles do not know is known only by the Buddha. Furthermore, the larger the box, the larger the lid. The greater the Dharma, the more limitless its characteristics. Therefore, the Buddha speaks limitless Dharma with limitless wisdom, the Two Vehicles
