Should be treated. Jivaka (འཚོ་བྱེད།) said: For the time being, do not eat food. Then, Maudgalyayana's son advised Indra in this way: It is very difficult to encounter the Buddha's descent into the world, so why not go to the Buddha from time to time to listen to the true Dharma? Then, Indra knew the thoughts of the noble Maudgalyayana with his mind, and sent a son of the gods. A son of the gods was sent to summon him, but he did not come even after being summoned three times. That son of the gods, although he had only one goddess and one musical instrument, was reluctant to leave because he was greedy and attached to desires, even though Indra's orders were strict, and only came later. Then, Indra asked him why this was so, and he reported truthfully. Indra said to Maudgalyayana: This son of the gods, although he has only one goddess and one musical instrument, is reluctant to leave. Enjoyment is the right of the gods, surrounded by countless palaces and countless goddesses. Enjoying various heavenly foods with hundreds of flavors, and hundreds of thousands of heavenly music, because of enjoyment, looking at the east will also forget the west, let alone the Buddha's descent into the world is difficult to encounter, and hearing the true Dharma is also very difficult, although he knows, but is bound by the pleasure of desire, unable to be independent, even if he knows, he can do nothing. The Dharma of upholding the precepts is because one vows to cut off with a brave and firm heart, so one can obtain the precepts. People like the son of the gods, because they are greedy for the pleasure of desire, the mind of non-virtue occupies the majority, and the power of the mind of virtue is small, how can they obtain the precepts? Like hungry ghosts, they suffer from hunger and thirst, and their bodies and minds burn and thirst. Hell beings are tormented by countless cold and hot sufferings, experiencing all kinds of unbearable sufferings, and their bodies and minds are tormented, so there is no cause for obtaining the precepts. Like animals, they are blinded by karma and have no consciousness, so there is no ritual for upholding the precepts. Some Sutras say that sometimes dragons can also uphold the precepts, this is because they uphold the eight-branch fast with a virtuous mind.

In a single day, although merit can be obtained through a virtuous mind, one cannot obtain precepts because it is obscured by karmic obscurations. If divided by the four continents, then the people residing in the southern Jambudvipa, the western Godaniya, the eastern Purvavideha, and the islands belonging to these three continents can obtain precepts. For example, in the western Godaniya, the Buddha prophesied that the venerable Pindola Bharadvaja would reside there. Now, the Buddha's great activities are flourishing, so there are also the fourfold assemblies. In the eastern Purvavideha, there are also monks, and since they also practice the Buddha's Dharma, there are the fourfold assemblies. However, in the northern Uttarakuru, there is only unpleasant sound, without the Buddha's Dharma, and one cannot obtain precepts. This is because they are obscured by the ripening of meritorious actions and obscured by ignorance, therefore they have not become vessels for the noble Dharma. There are four types of individuals: what are the four? They are male, female, hermaphrodite, and those with two sets of genitals. Among these four types, males and females can obtain precepts, while hermaphrodites and those with two sets of genitals cannot obtain precepts. Furthermore, among males and females, those who have killed their parents, killed an Arhat, drawn blood from the Buddha's body with malicious intent, caused dissension in the Sangha, engaged in unchaste conduct with a Bhikshuni, become robbers in dangerous places, committed theft, or severed roots of virtue—none of these individuals can obtain precepts. If examined from the perspective of great meaning, those who have great faith and delight in the Buddha's Dharma are not excluded here. Even gods, nagas, yakshas, rakshasas, people of northern Uttarakuru, hermaphrodites, those with two sets of genitals, or those who have committed various sins and non-virtuous deeds can still take the three refuges. Question: Are the precepts obtained by the Buddhas of the three times the same? Answer: They are not the same. The so-called obtaining of precepts means obtaining precepts from the categories of sentient and non-sentient beings. When one Buddha appears in the world, he accomplishes the benefit of countless sentient beings, and after the remainder have completely passed into Nirvana, later Buddhas will appear in the world.
