When the hermit heard this, he joined his palms and said, 'For the sake of your compassion for me, please teach the sacred Dharma.' The Brahmin said, 'Learning the Dharma is also very difficult.'

The Brahmin spoke these verses: Restrain the actions of the body, do not kill, steal, or commit adultery. Do not speak slander, lies, harsh words, or idle chatter. Do not be attached to desires, and do not have hatred in your heart. If you abandon all evil views, that is the conduct of a Bodhisattva. As soon as these verses were spoken, they were written down and proclaimed throughout the entire Jambudvipa, so that all the people would learn it and be diligent in doing as they were taught. At that time, the Blessed One, even at that time, did not have any regret in his heart for seeking the Dharma for the sake of many sentient beings. Why now does he not teach the Dharma, but instead abandons everything and intends to pass into Nirvana? Blessed One, furthermore, in the past, beyond countless immeasurable eons, in this Jambudvipa, there arose a king named Shibi, and the palace where the king resided was called Deva Brta, possessing wealth, happiness, good harvests, and immeasurable enjoyment. At that time, that king ruled over this Jambudvipa, possessing eighty-four thousand small kingdoms, sixty thousand regions, eighty million cities, twenty thousand consorts and palace maids, about five hundred princes, and ten thousand great ministers, ruling over all of them.

Love and compassion pervade everything. At that time, the lord of the gods, Indra, was devoid of the five qualities of the body and was very unhappy because the time of his death was near. Vishvakarman saw him grieving and asked Indra, "Why are you grieving and unhappy?" Indra said, "I am near the time of death, and the signs of the end of my life have appeared. The Buddha's teachings in this world will decline, and the Bodhisattvas will no longer reside in the world. I do not know where to go for refuge, so I am grieving." Vishvakarman said, "Lord of the Gods, in Jambudvipa there is a great king named Shibi who practices the conduct of a Bodhisattva. He is very steadfast in his devotion and diligently strives, and he will surely attain perfect enlightenment. If you go to him for refuge, he will surely become your support and you will be liberated from obstacles." Indra said, "If he is a Bodhisattva, I must first test him before going. You transform into a pigeon, and I will transform into a hawk. Quickly follow behind you to where the king resides, seek refuge, and test him to see if he is false or true." Vishvakarman said, "Lord of the Gods, it is not right to harm a great Bodhisattva, to offer human flesh as a sacrifice, or to torment him with such difficult things." Having said this, Indra, the lord of the gods, spoke these verses: "I have no ill intentions towards him; he will be revealed after being tested like gold. If you want to understand the truth, you should test the Bodhisattva." After saying these verses, Vishvakarman transformed into a pigeon, and Indra transformed into a hawk. He followed behind the pigeon, chasing it as if he were about to catch it. The pigeon, frightened and alarmed, flew into the king's armpit and sought refuge from the king for its life. The hawk also quickly arrived and stood near the palace, saying to the king, "This pigeon is my food. It has come to the king, so please quickly give it back to me. I"
