There will be fear. Those beings who dwell in the middle of the ocean are those who practice hatred. Especially because of hatred, they are born as nagas in the middle of the ocean, a thousand yojanas in extent, and they dwell there constantly. Those nagas generate anger towards each other, and their minds are agitated by anger, and they poison each other, and they always think of harming each other. Their dwelling is called "Possessing Enjoyment," and it is three thousand yojanas in extent, and that place is very full of naga kings. In those places, two kinds of naga kings dwell: those who possess dharma and those who do not possess dharma. They bring happiness or harm to all of the human world. Where the naga kings of that place who possess dharma dwell, there the dust of nagas does not fall. Where those who do not possess dharma dwell, there the dust of nagas will fall, and it is like burning sand, and it falls on their heads. It burns all the dwellings of those naga kings, and it also burns all the offspring of the nagas, and then they are seen to arise again. Then, the bhikshu who knows the ripening of the fruits of karma contemplates the cause of the dust of the nagas, and he reflects on the karma. He thinks, "What karma causes those nagas to become dust?" And he investigates with the knowledge that comes from hearing. If anyone is overcome by anger and has a mind that is malicious or foolish, and burns down a monastery, village, city, or town, then when they are separated from their body, they will be born in the hell of sentient beings. After being liberated from there, they will be born among the animals, as nagas. Because of the previous cause of the crime of burning, they will see the dust of nagas falling on them. At any time when renunciates and Brahmins who possess the Dharma and follow the Dharma do not appear, due to the difference of the Dharma, the dragon kings who possess the Dharma become extremely powerful. At that time, they cause rain to fall well, and at that time, the year becomes good, and the smell, taste, and color become perfect. They will not be harmed by walkers, poison, or other winds, and good fruits will appear, and they will not be harmed by the light of the sun and moon. The dragon kings who possess the Dharma will not release the harm of dragons and winds. The obstacles to the lives of beings in Jambudvipa (Southern Jambudvipa) are caused by four reasons: bad years, conflicts with weapons, poison, attacks by wind, and water disasters. Among them, if beings who possess the Dharma and follow the Dharma appear, those dragons who possess the Dharma become powerful. They will not create bad clouds, they will not gather with bad clouds, and they will not release bad winds. They will not harm the rivers, and good water will grow grains well. Flowers and fruits will be delicious, beautiful in color, and perfect in smell and taste. They make beings happy, free from diseases, and the various parts of the body become strong. They also do good deeds, and they also make the fruits of the power of beings, the grains, become perfect. Thus, gradually, for the people of Jambudvipa (Southern Jambudvipa), it is seen that the dragons become cherished and compassionate. Then again, the Bhikshu, the one who knows the ripening of the fruits of karma, after separately knowing Jambudvipa (Southern Jambudvipa), then contemplates the western Godaniya, thinking, how can those who possess the Dharma and follow the Dharma be completely protected? In that continent, people with very gentle hearts will appear, and one obstacle will appear to them, like this: turbid water.
