圆满十不善业之道，造作五无间罪，诽谤正法，享用圣者之物，长远舍弃一切善法，圆满不善法而安住于此地。虽然安住于如此具有种种痛苦的刹土，却极度安乐地安住，无有恐惧和畏惧，到达大仙的境界，转动佛陀的法轮，调伏了包括天和魔在内的一切外道邪说者，清除了所有凡夫俗子各自种姓中如金刚般极其坚固的烦恼，并按照各自的意愿安置他们。还使具有威力的众生从三乘中永不退转。 种姓之子，譬如在某些地方变得没有统治者时，居住在那里的所有人都被我方军队和他方军队完全摧残，变得烦恼和痛苦。居住在那里的大多数人也不安宁，发生无数的争斗、争论和互相谩骂。说谎、欺骗、说粗暴的语言、诽谤和争吵，变成瞎子和聋子，被各种疾病折磨，患有寒病和热病等恶性疾病，以及许多瘟疫，发疯、消瘦、消化不良、精神错乱和迷乱，肢体不全、手脚残缺，在衣食住行等各种生活用品上匮乏而忙碌。所有财产都不如意，所有人都皈依外道和世间神灵，邪见、邪思和邪念完全增长，迷失正道而堕入恶道。那时，居住在该地的年长者，具有智慧和公正的心，博学多闻，正直谨慎，聚集在一起商议，召集所有乡村居民，大家一致推选出一位王子，这位王子过去曾广行布施，严持戒律，精进努力，行持极其艰难之事。

Completing the path of the ten non-virtuous actions, committing the five inexpiable sins, slandering the sacred Dharma, consuming the possessions of the noble ones, abandoning all virtuous dharmas for a long time, and dwelling in a place where non-virtuous dharmas are perfected. Although dwelling in a field with such various kinds of suffering, they dwell in great bliss, without apprehension or fear, having reached the state of a great ascetic. Turning the wheel of the Buddha, they subdue all the heretical and perverse speakers, including gods and demons. They remove the extremely solid, vajra-like afflictions from the lineage of all ordinary beings and place them separately according to their inclinations. They also make powerful beings irreversible from the three vehicles. Son of lineage, for example, when there is no ruler in some places, all the people living there are completely devastated by my army and the army of others, becoming afflicted and suffering. Many of the people living there are also uneasy, and countless fights, arguments, and mutual insults occur. Lying, deceiving, speaking harsh words, slandering and quarreling, becoming blind and deaf, being afflicted by various diseases, suffering from severe diseases such as cold and heat, and many plagues, going mad, becoming emaciated, having indigestion, becoming mentally disturbed and confused, having incomplete faculties, having defective limbs and appendages, being impoverished and busy with various necessities of clothing, food, and livelihood. All possessions are undesirable, and all beings take refuge in heretics and worldly gods, and evil views, evil thoughts, and evil intentions are fully developed, losing the right path and falling into evil destinies. At that time, the elders living in that land, who are intelligent and just in mind, learned, upright, and cautious, gather together and deliberate, summoning all the villagers, and everyone unanimously elects a prince who has generously given in the past, strictly maintained moral discipline, relied on diligence, and practiced extremely difficult deeds.

Also, all the monks who practice celibacy, and all the Brahmins who are learned and knowledgeable, praised him with verses, and with countless beautiful and pleasant songs and melodies, they praised that king. They also prayed that he would obtain all kinds of auspiciousness. They sprinkled various auspicious substances on the king's head. Among the former king's ministers, those who were learned and knowledgeable, upright, not deceitful, and wise, were also appointed as ministers in order according to their abilities. The king's officials first cleared the country of all disturbances from their own and foreign armies, eliminated all rebels and bad friends, and pacified all hostile forces and harms, so that all dark forces subsided, and all pure and bright forces grew and developed. Son of the lineage, if a great king of the Kshatriya lineage, crowned by empowerment, possesses such a wheel jewel, then by the power of that wheel, my kingdom will be extremely powerful, all hostile forces will be completely subdued, and life will also be prolonged. Son of the lineage, similarly, in this world of five degenerations, in this Buddha-field of Saha, where the Buddha does not reside, all sentient beings who dwell there are completely bound by the afflictions dormant in their own minds, and are tormented by internal and external enemies. They are afflicted by all kinds of afflictions, blinded by ignorance, and become unhappy, clinging to permanence and annihilation, generating endless attachment, and contending and conflicting with each other. They dominate and revile each other, thereby generating desire, hatred, and ignorance, speaking in a false and deceitful manner, and perfecting the path of the ten non-virtuous actions. These beings who are attached and clinging, in this world full of afflictions, are afflicted by all kinds of afflictive diseases, and have lost the eye of the true Dharma. They are tormented and disturbed by hatred and anger, and do not even keep a little of the true Dharma in mind. Having completely abandoned the taste of the true Dharma, they do not perform virtuous deeds.
