Whenever an enemy or anyone engages in evil deeds, these two dharani mantras should be recited seven times. After tying seven knots on a blue thread and burning it, if the name of that person is spoken, they will not be able to harm. If we do not fulfill the intentions of the Youthful Vajra Division and the goddess Immaculate Light, as we initially vowed, then may we have deceived the bodies of all the Buddhas and Blessed Ones who have passed into the three times." Then, all the gods, nāgas, yakṣas, asuras, garuḍas, gandharvas, kinnaras, mahoragas, humans, and non-humans who had gathered in that assembly also prayed thus: "As the bodhisattvas have vowed, we all also vow. If we do not act accordingly, then may we have deceived the bodies of all the Buddhas and Blessed Ones of the three times. In any case, we must protect the invincible armor in Khotan (Tibetan: ལི་ཡུལ་).

When those who have become monks from other lands come to Li-yul, by all means, do not fail to provide for them. Those sentient beings who have fled there from other lands should be able to dwell there, and in order to repair those great stupas and monastic gardens of the Sangha that have been burned by the Red Faces, Li-yul should pay ransom, and give and take brides to and from the Chinese. Then, the Buddha, the Bhagavan, entrusted Li-yul to the goddess Immaculate Light and the youth Vajra Division. At that time, the Buddha, the Bhagavan, spoke these words to the youth Vajra Division: You will become the king of Li-yul, and the goddess Immaculate Light will become your helper. As it is said in this sutra, do everything. When you return to the land of the Golden Race, if you hear that the Chinese army has come to Li-yul, do not hesitate, go to Li-yul, and if you send a messenger there, they will not come there, but will go to the land of Li-yul and Kucha. Send them a letter saying: Make peace with me and give me the land. Then at that time you will become the king of Li-yul. The Armor of Power will become the king of Star Stone, and he will also help you become the king of Li-yul. When harm occurs in the land of Star Stone, by all means, do not let harm occur. First destroy the Armor of Power. He will become a helper in doing these things. All the Star Stone people will also become your helpers. There is a hero named Akuna, who was formerly Yeshe Drakpa, and he built a temple called Darmatira. Therefore, you should seek Akuna, and he will help you to seize the land. Why is that?
