It is called the Buddha's speech. The one who shows the flexible meaning of all words is the Buddha, therefore it is called the Buddha's speech. The one who knows the answers to all words is the Buddha, therefore it is called the Buddha's speech. The cause, object, and terminology of all words are the Buddha, therefore it is called the Buddha's speech. The one who knows how to penetrate all words as if they were solid rock is the Buddha, therefore it is called the Buddha's speech. Furthermore, Lord of the Nagas, there is no letter or word that is not the speech of the Buddha. Why is that? Because those letters themselves are what the Buddhas, the Bhagavat, of the past, future, and present have spoken, are speaking, and will speak. Therefore, all letters and all words are the speech of the Buddha. Engaging in the meaning of such words is called the Bodhisattva's perfect individual understanding of meaning. All letters and all words are the speech of the Buddha. Knowing the Dharmadhatu to be indivisible and of one taste is called the Bodhisattva's perfect individual understanding of Dharma. All letters and all words are the speech of the Buddha. Knowing how to appropriately analyze the Dharma is called the Bodhisattva's perfect individual understanding of definitive words. All letters and all words are the speech of the Buddha. Knowing how to teach appropriately from any place without attachment is called the Bodhisattva's perfect individual understanding of eloquence. O Lord of the Nagas, therefore, there is no Dharma that is not included in the four perfect individual understandings, and a Bodhisattva who has attained perfect individual understanding engages in the statement that any letter, any word, or any definitive word is the speech of the Buddha. Therefore, he teaches and explains without attachment or hindrance for a thousand kalpas, and there is no obstruction. Why is that? O Lord of the Nagas, this is called the form of the inexhaustible treasury.

The Bodhisattva who obtains this Dharani is one who has endless faith and understanding in words and letters, is good at speech, and has abandoned the mutual faults of the past and the future, is without obstacles, is reasonable, is adorned with conventional truth, possesses ultimate truth, has pure support, has constant equality of straightforward meaning and definitive meaning, truly declares the basis of all afflictions and purification, expounds the teachings that understand the behavior of all sentient beings, truly distinguishes the eighty-four thousand roots, and even letters can discuss these dharmas. However, have its letters been exhausted? Or have the words of the Dharma been exhausted? Or have the arrangements of metaphors been exhausted? Or has the indication of time been exhausted? Or has the indication of cause and effect been exhausted? Or have measure, place, and boundary been exhausted? Or has the realm of mind been exhausted? Or has the word of the gate called "A" been exhausted? Or has the connecting word called "A" been exhausted? Connecting like this, from the exhaustion of "Ba" to the exhaustion of "La", or to the exhaustion of the placement of purification, or the exhaustion of the words of the definitive word of Dharma, or the exhaustion of various and profound words, or the exhaustion of the words that declare the continuum of threads, or the exhaustion of the words that agree with the common ground, or the exhaustion of the words that agree and disagree, or the exhaustion of the words without definitive words, or the exhaustion of the words that praise the qualities of the Buddha, Dharma, and Sangha, or the exhaustion of the words that indicate the truth, or the exhaustion of the words that indicate the limbs of enlightenment, or the exhaustion of the words that indicate the maturation of karma, or the words that indicate the paramitas are not exhausted. O Dragon King, in this way, there is no exhaustion in the indication of all letters, that is the Dharani called "The Inexhaustible Treasure Trove". O Dragon King, this Inexhaustible Treasure Trove Dharani should be understood by four kinds of inexhaustibility, what are the four? That is, the inexhaustibility of individual correct knowledge, the inexhaustibility of wisdom, the inexhaustibility of excellent wisdom, and the inexhaustibility of the Dharani's fearlessness, these four.
