If we are plunged into the great darkness of ignorance, why should we not urge the Thus-gone One, the Arhat, the Perfectly Awakened Buddha to turn the wheel of Dharma? Why is that? Because without urging, the Thus-gone One will not turn the wheel of Dharma. Friend, good. Then, Indra and Brahma, and the gods of the earth, the beings of space, the retinue of the Four Great Kings, the Thirty-three, the No-Conflict, the Joyful, the Delightful Transformation, the Others' Emanation Controlling, the Brahma retinue, the Clear Light, the Great Fruit, the Virtue-Born, and the sons of the gods of the Pure Abode retinue, hundreds and thousands, exceedingly numerous, whose colors were manifestly superior, as night fell, illuminated the vicinity of the tree groves with the colors of the gods and the light of the gods, and then went to where the Thus-gone One was, and having arrived, bowed their heads at the feet of the Thus-gone One, Having circumambulated, they sat down on one side. Indra, lord of the gods, at the place where the Thus-gone One was, folded his palms together and praised the Thus-gone One with verses: Like the full moon freed from the constellations, your mind is completely liberated. Please rise up having completely conquered from the battlefield, please shine the light of wisdom in the dark world. Having thus requested, the Thus-gone One remained silent. Then, the Great Brahma Crest-Jewel said this to Indra, lord of the gods: Kausika, just as you have urged, do not urge the Thus-gone One, the Arhat, the Perfectly Awakened Buddha to turn the wheel of Dharma. Then, the Great Brahma Crest-Jewel draped his upper garment over one shoulder, knelt on his right knee on the ground, and at the place where the Thus-gone One was, folded his palms together and requested the Thus-gone One with verses: Please rise up having completely conquered from the battlefield, please shine the light of wisdom in the dark world. Because there are those who seek everywhere, please, O Sage, teach the Dharma. Monks, having thus requested, the Thus-gone One said this to the Great Brahma Crest-Jewel

granted. Brahma, this profound, subtle, and clear perfect enlightenment that I have attained, from the moment of enlightenment to the thought, "This would be a great labor for me," these verses often appear to me, Brahma, but the path that is contrary to my way, profound and difficult to see, is not seen by those blinded by desire, so even if taught, it would be of no benefit. Beings are bound by desires, and are always driven by desires. I have found this with great effort, so it is of no benefit to teach. Monks, then the Great Brahma Sikhin and the Lord of the Gods, Indra, knowing that the Tathagata had not spoken, were saddened and displeased together with those gods, and immediately disappeared. Three times the Tathagata turned his mind to small matters. Monks, at that time, the people of Magadha had such sinful and unwholesome views, such as: Some lamented that the wind would not blow. Some lamented that the fire would not burn. Some lamented that the rain would not fall. Some lamented that the water would not flow. Some lamented that the crops would not grow. Some lamented that the birds would not fly in the sky. Some lamented that pregnant women would not give birth without illness. Monks, then the Great Brahma Sikhin knew such thoughts of the Tathagata's mind, and also knew those views of the people of Magadha, and when night fell, with a manifest radiance, and with the light of the gods illuminated all the roots of the trees, he went to where the Tathagata was, and having arrived, he bowed his head at the feet of the Tathagata, draped his robe over one shoulder, knelt on his right knee, and with his palms joined together in the direction of the Tathagata, offered verses to the Tathagata: In Magadha, there was previously no pure Dharma, and speech arose thinking of impurity.
