Announcement: Friends, listen! The Thus-Gone-One, the Arhat, the Perfectly Awakened One, has granted the turning of the Wheel of Dharma, which will benefit many beings, bring happiness to many beings, care for the world with compassion, and be for the benefit, welfare, and happiness of the great multitude, as well as gods and humans. Friends, the ranks of the Asuras will diminish, while the ranks of the gods will be perfected. Many sentient beings in the world will attain complete Nirvana. Thus, the gods of the sky, having heard from the gods of the earth, proclaimed to the gods of the retinue of the Four Great Kings. The gods of the retinue of the Four Great Kings proclaimed to the Thirty-three, the Strife-Free, the Joyful, the Delightful Emanation, and the Those Who Control Others' Emanations. They also proclaimed and announced in words to the gods of the Brahma retinue: Friends, listen! The Thus-Gone-One, the Arhat, the Perfectly Awakened One, has granted the turning of the Wheel of Dharma, which will benefit many beings, bring happiness to many beings, care for the world with compassion, and be for the benefit, welfare, and happiness of the great multitude, as well as gods and humans. Friends, the ranks of the Asuras will diminish, while the ranks of the gods will increase. Many sentient beings in the world will attain complete Nirvana. Monks, in that instant, that moment, that brief time, from the gods above to the gods of the Brahma retinue below, friends, the Thus-Gone-One, the Arhat, the Perfectly Awakened One, has granted the turning of the Wheel of Dharma, and such a sound, as before, manifested at once. Monks, then the Bodhi tree god named Dharma-Love, as well as Dharma-Desire, Dharma-Wisdom, and Dharma-Practice, these four Bodhi tree gods approached the two feet of the Thus-Gone-One and said: Blessed One, where will you turn the Wheel of Dharma? To those earth deities, he spoke thus: In the Deer Park at Ṛṣipatana in the city of Vārāṇasī. They requested: Blessed One, the city of Vārāṇasī is a place with a small gathering of people, and the Deer Park is a place with little shade from the trees. Blessed One, there are other great cities that are vast, prosperous, peaceful, fertile, delightful, filled with many people and beings, adorned with gardens, forests, and forest edges. Blessed One, please turn the wheel of Dharma in one of those places. The Thus-Gone One replied: Good people, do not speak like that. Why is that? Because there I made sixty trillion offerings. There I offered to sixty trillion Buddhas. The sacred Vārāṇasī is the abode of the former sages. That land is praised by gods and nāgas, and always inclines towards the Dharma. I remember in the past there were ninety-one trillion Buddhas. They turned the sacred wheel in that excellent forest called Ṛṣi. Peaceful and extremely peaceful, meditation manifested, always frequented by deer. Therefore, in that excellent forest called Ṛṣi, the sacred wheel was turned. This is called the chapter of "Entreaty," the twenty-fifth. The twenty-fifth chapter, the chapter of Entreaty.
