Tsalpa. A bhikshu himself can steal my things, there is no fault. If a bhikshu has in his hand an item that has been sentenced to confiscation, if it exceeds the scope of confiscation, then he will be judged as defeated. If he thinks like this: This is my mother's, this is my father's, this is my brother's, this is my sister's, or this is the Khenpo's, or this is the Acharya's, or this is the stupa's, or this is the Sangha's. Thinking like this, dedicating it to many people and then exceeding (the scope of confiscation), he will commit a gross offense. If it exceeds the scope of the sky, there is no fault. In short, beds and scriptures, sanghati and, wine and meat, clothes and underwear, dusters, feces and tombs, there are two places for tombs. A bhikshu despises a bed, takes it away, and then he does not return it. Thinking like this, that bhikshu feels regret, the Blessed One taught: There is no fault of defeat, but he will commit a gross offense. A bhikshu despises a scripture, takes it away, and this is also explained in detail. A bhikshu takes a sanghati without permission, he steals it and tears it apart, and finds a very precious silk from it, that bhikshu feels regret, the Blessed One taught: The value of the sanghati should be calculated. The bhikshus said: We took it. The thieves said: Venerable, you stole our wine, you are thieves. They went to the houses, and because they were afraid, they went to the temple, offered the clothes to the monks, and fled to the monastery. Those patrons circled the temple, they entered the temple, and they saw those clothes in the hands of the monks, and they said, "These clothes are ours." The monks said, "The thieves gave them to us." Those monks felt remorse. The Blessed One taught, "There is no fault. Do not take the property that the thieves have stolen and discarded. However, if a thief with a mark gives it, then take it from him. Cut the clothes with a knife, change the color, and sell them. Even if you change the color, if they ask for it again, give it to them." A washerman put the clothes in ash water, and he forgot and went to the village. He remembered the clothes again, so he went back. A monk was also looking for clothes in the rag heap, and he went to that place, he saw that cloth, and that monk took the cloth and left. That washerman saw it and said, "Monk, do not steal clothes." The monk said, "I was looking for clothes in the rag heap and saw this, what do you need this for?" The washerman said, "Monk, I put this cloth in ash water and forgot. This is my cloth, do not steal. You took it without giving." That monk felt remorse, and the Blessed One taught, "There is no fault. You should carefully observe whether there is another owner or not, and then take it." A washerman washed a cloth and sat under a tree. A rag picker was looking for rag-picking clothes and went to that place. He saw that cloth, took that cloth and left. That washerman saw it and said, "Monk, this is my cloth, do not steal." He said, "If it is yours, take it back." That monk felt remorse, and the Blessed One taught, "You should observe more carefully." A patron put down his clothes to defecate, and a rag picker was looking for rag-picking clothes and went to that place.

The householder saw him and said, 'Monk, do not steal the cloth!' The monk said, 'I found it while searching for clothes in the garbage pile, what do you need it for?' The householder said, 'I heard that the sons of the Shakya ascetics take any abandoned clothes they find as things from the garbage pile.'
