If that bhikshu does not understand the language of the noble ones, what will happen? He commits an offense. When a noble one speaks in the language of the border regions, if that bhikshu does not understand the language of the border regions, what will happen? He commits an offense. When a border person speaks in the language of the border regions, if that bhikshu does not understand the language of the border regions, what will happen? He commits an offense. It becomes an offense. If one perceives someone who is not fully ordained as not fully ordained, it becomes an offense. Bhikshu, if a bhikshu says to a householder, 'Venerable one, I have now come to know that these dharmas belong to the sutras and are gathered in the sutras,' what will happen? It is an offense. Similarly, speaking to a eunuch, a hermaphrodite, one who has expelled a bhikshuni, a father, a mother, one who has killed an arhat, one who has drawn blood from the Tathagata with malicious intent, a heretic, one who has become a heretic, a thief's place, one who does not dwell, one who dwells separately, one who has quarreled before, one who has committed a previous offense, all become offenses. Bhikshu, if a bhikshu speaks thus to one who has caused dissension in the sangha, one who is approaching dissension, or one who has given instruction, what will happen? All will become offenses. Bhikshu, if a bhikshu says to a bhikshuni, a bhikshuni, or a shramanera father, 'Venerable one, I have now come to know that these dharmas belong to the sutras and are gathered in the sutras,' what will happen? It becomes an offense. In short, oral message, written message, gesture, and saying to others, and from one to another, becoming mad, and mental disturbance, and sickness, deafness, walking, and so on. Bhikkhu Upali asked the Blessed One: "Venerable sir, the Blessed One has said that if a bhikkhu makes a needle from bone, ivory, or horn, he commits an offense." After he had said that, Bhikkhu, if a bhikkhu causes a needle to be made from bone, ivory, or horn by means of a message, what happens? It is an offense. Similarly, if he causes it to be done by means of a written message, a gesture, saying to another, or transmitting it from one to another, it is an offense. Similarly, if he causes it to be done by a madman, one who is mentally disturbed, one who is afflicted by disease, a fool, a mute, a deaf person, or one who dwells elsewhere, all become offenses. In short, others and others have not grasped the sign, the fourth is not allowed, the seventh, and likewise not including the last. Bhikshu, if a bhikshu thinks that a needle made of bone, ivory, or horn was made by another, what will happen?
