Venerable ones, the monks of Vaishali have done unlawful acts with inconsistent views, have done unlawful acts with consistent views, and have done acts contrary to the Dharma with inconsistent views, so they have done Alala. Venerable ones, that is not allowed. Where was it established? In Champa. Dependent on whom? Dependent on the six groups of monks. What offense is committed? The offense of wrongdoing. Venerable ones, this is the first basis, which violates the Sutra Pitaka, violates the Vinaya Pitaka, deviates from the teacher's teachings, does not enter the Sutra Pitaka, does not pay attention to the Vinaya Pitaka, and violates the nature of Dharma. The monks of Vaishali publicly declare that what should not be allowed is allowed, and they practice it widely, we should abandon them.
