The Buddha, the Blessed One, was dwelling in the Kalanda Grove in the Radiant Garden of Rajagriha. When the Blessed One placed the lord of the gods, Indra, on the Vulture Peak Mountain in truth, King Bimbisara established a festival there, so all the people of Magadha gathered there. Because the Vulture Peak Mountain was a rocky mountain without trees, the people of Magadha were afflicted by the heat and said: "Venerable one, please plant trees here." They said: "Wise ones, the Blessed One has not permitted it." "Venerable one, what is the hindrance in this?" They sat without saying anything, and at that time the monks reported to the Blessed One, and the Blessed One instructed: "Since that is the case, allow the planting of trees." After the Blessed One instructed that trees could be planted, the monks planted trees, but because they were not watered, they all withered. The people of Magadha were later afflicted by the cold and the heat, and said: "Venerable ones, did you not plant those trees?" Because of the lack of ventilation, they suffered from the heat, and the Blessed One said: Open windows. Like in summer, the water was full and accumulated there, and the Blessed One said: In summer, tear down the wall and drain the water. The monks abandoned those trees before they grew big, and as a result, those trees withered like that. At that time, the monks requested the Blessed One, and the Blessed One said: I should establish a common code of conduct for monks planting trees, that is, if a monk plants a tree, if it is a flower tree, he must not leave before it blooms. If it is a fruit tree, he must not leave before it bears fruit. The Blessed One said: A monk planting trees must not leave before they bloom and bear fruit. The monks encountered urgent matters and did not know how to handle them, so the Blessed One said: They can entrust it to the monastery manager or the monk in charge of care before leaving.
