Having restricted only the unobtained food, the Blessed One spoke of the merits and then departed. The bhikkhu named Nyeda, with a heart troubled by shame, remained there. That day, during the Sangha gathering, an elder sat at the edge, admonishing and telling the bhikkhus: "Venerable bhikkhus, has Nyeda arrived? Has anyone invited him?" The bhikkhus said, "He has not come, nor has anyone invited him." Other bhikkhus said, "Venerable ones, Nyeda was late this morning for trivial matters, and now he is late for the Dharma as well." Some minor bhikkhus scolded, "Why are the bhikkhus invited to houses with food, wandering in various houses in the morning and afternoon?" They accused, criticized each other, and spoke harshly. At that time, the bhikkhus reported this matter to the Blessed One. Then, the Blessed One, as before, gathered the Sangha of bhikkhus because of this event, this origin, and this situation. The Buddhas, the Blessed Ones, knowingly commit offenses, etc., also as before. The Buddha, the Blessed One, questioned Nyeda: "Nyeda, is it true that you are invited to houses with food, wandering in various houses in the morning and afternoon?" "Venerable, it is true." The Buddha, the Blessed One, condemned, "This does not conform to the conduct of a renunciant, is not in accordance, is not appropriate, is not in accordance with the rules, and should not be done by a renunciant." Then, after condemning in various ways, the Blessed One said to the bhikkhus, "Bhikkhus, therefore, in order to fully see the ten benefits, the foundation of the precepts should be established for the hearers," etc., all as before. "My hearers should recite the foundation of the precepts in this way: If any bhikkhu is invited to a house with food, wandering in various houses in the morning and afternoon, he commits a downfall." So he returned, and until he instructed the householder to stay, his bowl and robes were burned. When he arrived there, the householder said: "Venerable, why did you come so late? Therefore, your bowl and robes have been burned. If you had come sooner, your bowl and robes would not have been burned." Saying this, the monk also became impoverished. At that time, the monks reported to the Blessed One, and the Blessed One declared: "Therefore, except for such a circumstance." After that, the Blessed One praised the desire to learn, the respect for learning, and the reduction of the means of learning, and spoke to the monks words of Dharma that were in accordance with this, similar to this, and consistent with this, and then declared to the monks: "Monks, therefore, the former is the enactment, and this is the permission. My disciples should recite the basis of learning the Vinaya in this way: If any monk, having been invited to a house with food, wanders in the houses in the morning and evening, and does not instruct the householder to stay, except for such a circumstance, it is an offense. Among them, 'monk' refers to the son of Shakya, Nanda, or anyone else like that. 'With food' refers to being invited. 'House' refers to the house of a Brahmin or householder. 'Having been invited' refers to begging for alms. 'Morning' refers to the morning itself, if one wanders in more than two houses.
