Since you should be diligently practicing, why are you relaxing and sleeping, and not devoting yourselves to virtuous activities? The monks said: We have been walking and coming on the road, and we are troubled by the heat, so we are relaxing and sleeping, and we are unable to devote ourselves to virtuous activities. What is wrong with bathing? The Blessed One has not allowed it. When they said this, the monks reported to the Blessed One. The Blessed One said: Therefore, except for the time of traveling. When the wind blows, the monks are covered with dust, and they sit like that. Brahmins and faithful householders come and see them and ask: Why are you sitting covered in dust? What is wrong with bathing? The Blessed One has not allowed it. When they said this, the monks reported to the Blessed One. The Blessed One said: Therefore, except for the time of wind. When it rains, the monks are soaked, and they sit like that. Brahmins and faithful householders come to the monastery and ask: Why are you sitting soaked in the rain? Bathing What is wrong with it? The Blessed One has not allowed it. When they said this, the monks reported to the Blessed One. The Blessed One said: Therefore, except for the time of rain. When it hails, the monks' bodies become mottled, and they sit like that. Brahmins and faithful householders come to the monastery and ask: Why are you sitting with mottled bodies? What is wrong with bathing? The Blessed One has not allowed it. When they said this, the monks reported to the Blessed One. The Blessed One said: Therefore, except for the time of hail. Then, the Blessed One praised the desire to learn the precepts, respect for the precepts, and the preparation of implements for the precepts, and spoke to the monks about the Dharma that was consistent with this, related to this, and in accordance with this, and then instructed the monks: Monks, therefore, the former is prohibited, and the latter is permitted, it is my

For the Hearers, the basis for learning the Vinaya should be proclaimed as follows: The Blessed One said to bathe every half month, and if one transgresses this, except for certain times, it is a downfall. The specific times are: the remaining half and two months of the Soga months, and the first month and a half of summer, these three periods are the hot season. The remaining times are the time of sickness, the time of work, the time of travel, the time of wind, the time of rain, the time of shepherds getting wet in the rain; these are the specific times. The Blessed One means the Tathagata, Arhat, Perfectly Awakened One. The Blessed One said to bathe every half month, which means to bathe every half month. If one transgresses this, it means if one transgresses half a month. Except for certain times, it means allowing for certain times. A downfall means burning, cooking, and causing beings to fall into hell, animals, hungry ghosts, evil destinies, and places of wrong views. Furthermore, as long as this downfall is not confessed and individually confessed, it will obstruct virtuous dharmas, therefore it is said to be a downfall. The specific times are: the remaining half and two months of the Soga months, and the first month and a half of summer, these three periods are the hot season. The remaining half and two months of the Soga months means that in half a month and two months, summer is approaching, so from the beginning of the first summer month to the end of the second summer month, this half month and two months. The first month of summer means the first month for those who have vowed to stay, that is, one month from the sixteenth of the second summer month to the end of the third summer month. The remaining time is the time of sickness, for example, if a monk is sick and cannot survive without bathing. The time of work, for example, if a monk is working for the Sangha or a stupa, even if only sweeping a small area, or painting a small mandala. The time of travel, for example, if a monk travels one yojana or half a yojana and then returns.

The so-called time of wind is like this: even if the wind moves the edge of the clothes, it counts. The so-called time of rain is like this: even if two or three drops of rain fall on the body, it counts. The so-called time of drizzle is like this: even if the drizzle moves the edge of the clothes, and two or three drops of rain fall on the body, it counts. The meaning of "then it is time" is that then it is the Dharma that is in accordance with it. If that would be a transgression, how would it be? If a monk bathes with an initiation bath, then that time should be blessed. If one bathes without blessing the time, then until the water reaches the navel, a minor offense will be committed, and if the water reaches the navel, a downfall will be committed. If a monk bathes with an entering bath, then that time should be blessed.
