They sat in silence. When reciting the thirteen Sanghavasesa rules, they would say: "Venerable ones, knowing full well to whom it is fundamental and to whom it is a specific person, why do we reopen wounds that have already healed? What are those who recite the Pratimoksha Sutra every half month to do with these extremely minor training rules that cause regret, dissatisfaction, and harm to the monks?" Similarly, when reciting the two Aniyata rules, the thirty Nissaggiya Pacittiya rules, the ninety Pacittiya rules, the four Patidesaniya rules, the many Sekhiya rules, and the seven Adhikaranasamatha rules, they would also say: "Venerable ones, knowing full well to whom it is fundamental and to whom it is a specific person, why do we reopen wounds that have already healed? What are those who recite the Pratimoksha Sutra every half month to do with these extremely minor training rules that cause regret, dissatisfaction, and harm to the monks?" After saying this, the monks said: "Venerable ones, we do not recite the Pratimoksha Sutra every half month for your sake, but we recite it according to the Teacher's command. If you feel pain and discomfort, why do you act secretly?" Why do a few monks (say) this? When reciting the four Parajika rules, they sat in silence, but when reciting the thirteen Sanghavasesa rules, they would say: "Venerable ones, knowing full well to whom it is fundamental and to whom it is a specific person, why do we reopen wounds that have already healed?

Oh, and when reciting the seven methods for pacifying disputes, they also say this: 'Venerable ones, knowing full well who the basis is and who the person is, why do you tear open our healed wounds? Some, because the monks regret, are displeased, and are harmed, use these extremely minor training rules to recite the Pratimoksha Sutra every half month. What is the use of reciting it?' They say this and rebuke, slander, and speak harshly. At that time, the monks reported to the Blessed One. Then, because of this event, this origin, and this occasion, the Blessed One convened the Sangha of monks, etc., as before. The Buddhas, the Blessed Ones, knowingly commit offenses, etc., also as before. The Buddha, the Blessed One, rebuked the group of six monks: 'Monks, when you recite the four defeatable offenses, you sit silently without speaking. When reciting the thirteen Sanghavasesa offenses, you say this: 'Venerable ones, knowing full well who the basis is and who the person is, why do you tear open our healed wounds?

Inappropriate conduct, non-compliance, unsuitability, and unreasonableness are not actions for renunciates. Having thus reproached, the Blessed One, in various ways, reproached and then addressed the monks: "Monks, therefore, seeing the ten benefits accurately, you should establish the basis of training for the hearers in the Vinaya." As previously stated. My hearers should recite the basis of training in the Vinaya as follows: If any monk, while reciting the Pratimoksha every half-month, says: 'Venerable ones, what is the use of reciting the Pratimoksha every half-month with these minor precepts that cause regret, displeasure, and harm to the monks?' If he speaks thus and disparages the training, he commits a Patayantika offense. Again, 'any monk' refers to the group of six or anyone like them. 'Every half-month' means every half-month. 'Pratimoksha' refers to the four Parajika Dharmas, the thirteen Sanghavasesa Dharmas, the two Aniyata Dharmas, the thirty Nissaggiya Pacittiya Dharmas, the ninety Pacittiya Dharmas, the four Patidesaniya Dharmas, the many Sekhiya Dharmas, and the seven Adhikaranasamatha Dharmas. 'Sutra' refers to the sutra related to this, or the correctly related sutra. 'Reciting' means proclaiming. 'Saying thus: Venerable ones, what is the use of reciting the Pratimoksha every half-month with these extremely minor precepts that cause regret, displeasure, and harm to the monks?' If he speaks thus and disparages the training, it means expressing speech, words, names, sounds, expressions, definite words, the path of words, the sound of words, the actions of speech, and the expressions of speech with the intention of disparaging the training. 'Commits a Patayantika offense' means falling into hell, animals, pretas, evil destinies, and wrong paths.
