If a monk gets a blue cloth at the beginning of the month, and he doesn't make it, but puts it with hope, and his hope for the cloth is not fulfilled, not interrupted, and he gets another blue cloth on that day, then the monk should consecrate that cloth within those ten days, or give it away, or allow it, or give it to others.
