Having taken off his shoes and draped his upper robe over one shoulder, he should prostrate himself as to an elder. Kneeling near the elder, with palms joined, he should say: "Venerable Sangha, please listen. I, a bhikṣu, named so-and-so, seek a site suitable for building a monastery, without dispute, and suitable for construction. I, a bhikṣu, named so-and-so, request the Sangha to indicate a site suitable for building a monastery, without dispute, and suitable for construction. Compassionate Sangha, for the sake of compassion, please grant me, a bhikṣu, named so-and-so, the indication of a site suitable for building a monastery, without dispute, and suitable for construction." He should repeat this twice or three times. Those bhikṣus should not go there out of faith or confidence in that bhikṣu, but rather, all the Sangha should go there, or bhikṣus appointed by the Sangha should be sent. They should examine the site with their eyes, and if there is a snake's nest, a scorpion's nest, a demon's nest, or an ant's nest, it should not be indicated because it is unsuitable. If it is suitable, then it should be further examined underneath. If it is a king's site, a stupa's site, a householder's site, a heretic's site, a bhikṣuṇī's summer retreat, or if there are trees to be cut down, it should not be indicated because it is disputed. If the site is suitable and without dispute, then its surroundings should be carefully examined within a fathom's distance. If there is a site dependent on a river, a well, a road, or a cliff, it should not be indicated because it is unsuitable for construction. If the site is suitable and complete in all respects, then those bhikṣus should respectfully sit near the elder and say: "Venerable ones, this site is suitable, without dispute, and suitable for construction, now is the time, please be aware." After that, one bhikṣu should make a request and perform the karma. Venerable Sangha, please listen.

The one called "So-and-so Bhikshu" seeks a place to build a monastery foundation, free from disputes and suitable for construction. If the one called "So-and-so Bhikshu" requests the Sangha to indicate a place within the Sangha where a monastery foundation can be built, free from disputes and suitable for construction, then if the Sangha is ready and willing, please grant it. The Sangha requests to indicate to the one called "So-and-so Bhikshu" a place where a monastery foundation can be built, free from disputes and suitable for construction. This is the request. The procedure is as follows: Please listen, venerable Sangha. The one called "So-and-so Bhikshu" seeks a place to build a monastery foundation, free from disputes and suitable for construction. The one called "So-and-so Bhikshu" requests the Sangha to indicate a place within the Sangha where a monastery foundation can be built, free from disputes and suitable for construction. Therefore, the Sangha requests to indicate to the one called "So-and-so Bhikshu" a place where a monastery foundation can be built, free from disputes and suitable for construction. Those venerable ones who approve of indicating to the one called "So-and-so Bhikshu" a place where a monastery foundation can be built, free from disputes and suitable for construction, should remain silent. Those who do not approve should speak. The Sangha has approved and granted permission, and the Sangha has indicated to the one called "So-and-so Bhikshu" a place where a monastery foundation can be built, free from disputes and suitable for construction. Thus, since no one speaks, it is held as such. Since the Sangha has bestowed the indication, allowing the Bhikshu to build a monastery foundation where there is no dispute and is suitable for construction, the construction of the monastery should begin, and there should be no regret about this. The term "guided Bhikshus" refers to the Bhikshus who are guided there. The term "foundation" refers to the foundation related to the monastery. The term "suitable" means being free from snake dwellings and places of sin, etc. The term "without dispute" means being free from fighting and exposing shortcomings, etc. The term "can be built" means that there are no flaws within a fathom (an ancient unit of length) around it. It should be observed as such.
