It should be examined separately. If a monk says "the foundation is not suitable," it refers to a place where there are many snakes, scorpions, and other animals. The term "with disputes" means with fighting, with exposing shortcomings, with quarrels, and with regrets. The term "should not be started" means that there is no surrounding danger within a fathom (approximately four cubits). Does one build a large monastery for the Sangha when there is an owner? Does one not also lead monks to inspect the foundation? If the foundation is not shown to the monks who are led, it is Sanghavasesa," and so on, as before. Therefore, it is said, "It is Sanghavasesa." So, how does transgression arise in this case? If a monk has a monastery built for the Sangha and has it built in an unsuitable place, he commits a gross offense. If he has it built in a place with disputes, he commits a gross offense. If he has it built in a place where it should not be started, he commits a gross offense. If he has it built without showing it, he commits a gross offense. If he has it built beyond all limits, he commits Sanghavasesa. A monk goes to another monk and says, "For the sake of the Sangha, please have a suitable, undisputed, startable, and shown monastery built." If he has a monastery built for the Sangha and has it built in an unsuitable place, the builder commits a gross offense. If he has it built in a place with disputes, the builder commits a gross offense. If he has it built in a place where it should not be started, the builder commits a gross offense. If he has it built without showing it, the builder commits a gross offense. If he has it built beyond all limits, the builder commits Sanghavasesa. If he goes to that person and says, "Well done! Very well done! I instruct you in this way." And he also offers him wood, earth, or clay. If he has it built in an unsuitable place, both commit a gross offense. If he has it built in a place with disputes, both commit a gross offense. If he has it built in a place where it should not be started, both

then there is a grave offense. If he causes it to be not pointed out, then both have a grave offense. If he causes everything to be transgressed, then both incur a sanghāvaśeṣa. If he goes to that place and says, "It was not done well, it was not done very well, I did not instruct you like this," and he does not offer wood or grass or dung or clay to him, if he causes what should not be done to be done, then the one who does it has a grave offense. If he causes it to be done with strife, then the one who does it has a grave offense. If he causes what should not be done to be done, then the one who does it has a grave offense. If he causes it to be not pointed out, then the one who does it has a grave offense. If he causes everything to be transgressed, then the one who does it incurs a sanghāvaśeṣa. There is no downfall for obtaining what has been done and for enjoying what has been done. There is also no downfall for repairing what is old. There is no downfall for the first worker, for the madman, for the one with a disturbed mind, and for the one who is afflicted by feelings. The seventh sanghāvaśeṣa of the monastery is complete.
