He governed the country with a mind of loving-kindness, a mind of benefit, and a mind of compassion. By all means, you must ensure that those people return again and that they dwell in these towns and cities. There is also such a divine virtue: in that city, there is a great lake, filled with utpala, lotuses, kumuda, and white lotuses, adorned by swans, geese, and the Karaṇḍa bird, and there dwells a being called the Naga son multitude. He regularly sends down good rain, making the crops especially abundant. Therefore, the land is especially rich in crops, and the country also has very abundant food and drink. The king said: Wise ones, what method is there to bring that Naga son here? Only those who hold the deity mantra and the secret mantra can bring him. Please seek those people. Then the king tied a golden bundle to the top of the banner and proclaimed throughout the country: Whoever can bring the Naga son multitude from the land of the northern five takings, this golden bundle will be given to him. Great respect will also be given. When a snake-fang poisoner came before the ministers, he said: If you give me this golden bundle, I will steal and take away the Naga son multitude. The ministers said: Take this. He said: Whomever you trust and rely on, put the golden bundle in his hand, and then go and bring the Naga son multitude. Do it that way. Then, the snake-fang poisoner handed the golden bundle to a trustworthy person and went to the city of the elephant house. Then, when he examined the surroundings of that lake, a person skilled in signs thought that the Naga son multitude was in this direction. Then, for offerings and implements, he returned to the ministers and said: Please give me offerings and implements, and on the seventh day, I will steal that Naga son and take him away. The snake-fang poisoner saw him again and thought that he had come to steal me, within seven days.

If I am robbed and suffer the great pain of being separated from my parents, what should I do? Who should I seek refuge from? Also, not far from that lake, there lived two hunters, one named Toothed and one named Flat-browed. The two of them settled by that lake, hunting the creatures that walked on the land, such as hares, muskrats, pigs, and so on, which went to the lake to drink; and those that were in the water, such as fish, turtles, frogs, and so on, and lived on them. Later, Toothed died, and Flat-browed was still alive. The various dragon sons thought, 'There is no other refuge except for the hunter Flat-browed.' So, he transformed into the form of a human and went to the hunter Flat-browed and said, 'Oh, the king of the inner land, the country of the wealthy King Norjen (transliteration), is rich, prosperous, peaceful, and has good harvests, filled with people and many inhabitants,' from 'rice' to 'sugar cane, cattle, and buffaloes are abundant,' it is the same as before. 'Do you know whose power caused this?' The hunter replied, 'I know, because the king is virtuous, he rules the country according to the Dharma, and protects the country with a mind of loving-kindness, a mind of benefiting others, and a mind of affection.' The dragon son said, 'Is it only that? Or is there another reason?' The hunter said, 'There is another merit. In this lake lives a dragon son of various kinds, who always sends down good rain in due season, especially making the crops abundant.' Therefore, the land is especially rich in crops, and the country also has plenty of food and drink.' The various incarnations said, 'If someone were to take the dragon son from this country, what would happen to the dragon son?' The hunter said, 'That is not allowed, he would suffer the pain of being separated from his parents.' The dragon son asked, 'If the king and the people take him away, what would you do?' The hunter said, 'I would take their lives.' The dragon son asked, 'Do you know who the dragon son is?' The hunter said, 'I do not know.' The dragon son said, 'If today the five-taker (transliteration) from the south, who threatens to take me with the mouth of a snake, really comes to take me, after he goes back for offerings and sacrifices, he will come here on the seventh day, and come to the lakeside and erect four sandalwood stakes in the four corners...'
